POLICY 5.9: All Planned Development (PD) projects approved in any agriculturally <br />designated area shall meet the following criteria: <br />• The density of the project shall not exceed the maximum density of the <br />underlying land use designation; no density transfers from off-site lands, and no <br />density bonuses shall be permitted within PD projects in agriculturally designated <br />areas; <br />• At least 80% of each Agricultural PD's overall project area shall be open space; <br />• Residential lots created through the PD process shall not be less than 1 acre with <br />the remainder of the area designated as open space; <br />• The open space shall be in contiguous areas; <br />• Common open space, if provided, shall be under the control of an <br />appropriate entity and maintained in perpetuity, through an open space, <br />recreation, conservation and/or agricultural preservation easement(s), to be <br />created through Deed Restrictions, with infill prohibited; <br />• Agricultural PDs shall implement Best Management Practices submitted to and <br />approved by staff; and <br />• All recreational amenities shall be depicted on the PD plan; no recreational uses <br />that could constitute a nuisance to adjacent properties shall be permitted. <br />Director Keating relayed that currently there is a policy in the Comprehensive Plan that <br />new development projects inside the USA have to provide a buffer if the adjacent property is in <br />active agriculture. Staff had recommended removal of that policy and putting buffers only on <br />new development projects that are at the edge of the USA and abutting active agriculture. The <br />AAC agreed with staff's recommendation; however, the P&Z disagreed with the AAC and <br />recommends leaving the policy as written in the Comprehensive Plan. <br />OBJECTIVE 6 Agricultural Protection <br />In recognition of the Indian River County's desire to protect agriculture despite the <br />challenges and changes facing the citrus industry, the County's objective is to retain, <br />through 2017, at least 125,000 acres of land in the unincorporated County that is used for <br />active agricultural operations. <br />8 <br />April 19, 2010 <br />
