NATURAL GROUNDWATER AQUIFER RECHARGE SUB -ELEMENT - CHAPTER 3D <br />(Clerk's Note: This item was heard commencing at 9:50 a.m., following <br />Recreation/Open Space Element — Chapter 10, and is placed here for continuity). <br />Director Keating announced that the following new policy pertains to adoption of a water <br />conservation ordinance: <br />OBJECTIVE 2 Preserving the Quantity of the Surficial Aquifer <br />Through 2025, there will be no reduction in the availability of groundwater from the <br />surficial aquifer. For the purpose of this objective, water quantity will be based on <br />SJRWMD's most recent regional groundwater model. <br />POLICY 2.2: By 2011, the County shall adopt a water conservation ordinance to <br />minimize the unnecessary and wasteful use of groundwater from the surficial aquifer. <br />Commissioners O'Bryan, Wheeler, and Davis voiced support for Vice Chairman Solari's <br />preference to achieve water conservation through education, not regulation. Vice Chairman <br />Solari advised that he would be meeting with the St. John's River Water Management District <br />(SJRWMD) on Wednesday, April 21, 2010, to evaluate what measures the County can take to <br />move towards a water conservation methodology which the citizens would embrace. <br />The Chairman invited public comment.
