OBJECTIVE 8 Public Access <br />By 2012, the number of public access points to natural resources within the coastal zone <br />of Indian River County, including beaches, the St. Sebastian River, and the shoreline of <br />the Indian River Lagoon, will be increased by a minimum of five public access points. <br />POLICY 8.3: By 2012, the County shall seek funding from the Florida Inland <br />Navigation District (FIND) Waterway Assistance Program to construct a boat ramp at the <br />eastern terminus of Gifford Dock Road (a.k.a. 45th Street), on the Indian River Lagoon. <br />Director Keating responded to Chairman O'Bryan's query regarding the FIND Grants. <br />RECREATION/OPEN SPACE ELEMENT - CHAPTER 10 <br />(Clerk's Note: This item was heard commencing at 9:37 a.m., following Solid Waste <br />Sub -Element — Chapter 3C, and is placed here for continuity). <br />Director Keating presented the following new policies pertaining to the Recreation <br />Department under Objectives 1 and 3: <br />OBJECTIVE 1 Adequate Parklands and Recreation Facilities <br />Through 2030, adopted recreation levels -of -service will be maintained to ensure that <br />adequate parklands and recreation facilities are available and accessible for public use. <br />POLICY 1.6: By 2012, the Recreation Department shall evaluate the existing user fee <br />structure and include full cost recovery for adult programs. <br />POLICY 1.9: By 2011, the Recreation Department shall evaluate new funding options, <br />including privatization and partnerships. <br />OBJECTIVE 3 Parkland Development <br />By 2020, the County will have developed at least 65 percent of its currently undeveloped <br />existing park acreage. <br />POLICY 3.4: By 2012, the Recreation Department shall update the North County <br />Regional Park and the South County Regional Park Master Plans. <br />28 <br />April 19, 2010 <br />
