MR. ROBBINS FELT THEY SHOULD GO THROUGH ESTABLISHING THE <br />CONTRACT DOCUMENTS AS IF THEY WERE GOING OUT TO BID; BY PUTTING IT <br />IN TERMS OF A BID SCHEDULE, ALL BID ITEMS CAN BE COMPARED, <br />AFTER DISCUSSION, IT WAS SUGGESTED THAT MR.
