WEDNESDAY, OCTOBER 15, 1980 <br />THE BOARD OF COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, <br />FLORIDA, MET IN SPECIAL SESSION AT THE CITY HALL COUNCIL CHAMBERS, <br />1053 20TH PLACE, VERO BEACH, FLORIDA, ON WEDNESDAY, OCTOBER 15, 1980, <br />AT 9:00 O'CLOCK A.M. PRESENT WERE WILLARD W. SIEBERT, SJR., CHAIRMAN; <br />ALMA LEE Loy, VICE CHAIRMAN; WILLIAM C. WODTKE, JR.; AND PATRICK B. <br />LYONS, R. DON DEESON WAS ON VACATION. ALSO PRESENT WERE NEIL A. <br />NELSON, COUNTY ADMINISTRATOR; GEORGE G.
