FOR A <br />CLASS B CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY TO <br />PROVIDE ALS/BLS INTERFACILITY TRANSPORTS ORIGINATING FROM <br />INDIANRIVER COUNTY (QUASI-JUDICIAL) <br />PROOF OF PUBLICATION OF ADVERTISEMENT FOR HEARING IS ON FILE IN THE <br />OFFICE OF THE CLERK TO THE BOARD <br />Assistant Fire Chief Brian Burkeen provided background regarding the request from <br />Coastal Health Systems of Brevard, Inc. (Coastal) for a Class B Certificate of Public <br />Convenience and Necessity, which would provide Advanced Life Support (ALS) and Basic Life <br />Support (BLS) Interfacility transports originating within Indian River County. He described the <br />Classes of Certificate of Public Convenience and Necessity (COPCN), and pointed out that there <br />are currently three providers in the County that hold the Class B Certificate. He responded to <br />Board questions regarding the County Ordinance, Chapter 304.07, oversaturation, transportation <br />fees, and call volume within the County. <br />Discussion ensued regarding the Certificate of Need, competition, and possibly changing <br />County Ordinance, Chapter 304.07, which deals with life support and wheelchair services. <br />The Chairman opened the Public Hearing. <br />13 <br />May 4, 2010 <br />
