Discussion ensued regarding the direction, the time element involved, having this done at <br />a reasonable and fair price, and moving forward. <br />MOTION was made by Vice Chairman Solari to issue the <br />Request for Qualifications (RFQ) to the second ranked <br />Consultant on the list. The Motion DIED for lack of a <br />Second. <br />Director Brown suggested staff return to GAI Consultants, request a price on Item No. 2 <br />within an acceptable timeframe, and if both parties come to an agreement, give them another <br />opportunity and move forward. If that does not work, he suggested going to the second -ranked <br />Consultant. <br />ON MOTION by Commissioner Wheeler, SECONDED <br />by Chairman O'Bryan, by a 4-1 vote (Vice Chairman <br />Solari opposed), the Board directed staff to go back to <br />GAI Consultants to request an evaluation/analysis of the <br />Town of Indian River Shores and County Franchises with <br />the City of Vero Beach (as presented on page 263 of the <br />Backup), to preferably be delivered by October 1, 2010. <br />13.
