Administrator Baird pointed out the reductions in services, including the elimination of <br />lifeguards at Treasure Shores Park, the reduction of hours at the Gifford Aquatic Center, and the <br />Activity Pool at North County opening in May instead of March. <br />Management and Budget Director Jason Brown explained the 100% decrease for the <br />Road and Bridge Department. <br />There was a brief discussion/debate among the Commissioners and staff after Chairman <br />O'Bryan spoke about the e-mails he had received from residents who wanted the lifeguards to <br />remain at Treasure Shores Park beach, and a recommendation from another individual who <br />wished to see it totally closed if the lifeguards are eliminated, due to safety issues. <br />Discussion ensued regarding the services and lifeguard positions that could be restored if <br />the Teamsters Local 769 should waive their pay raises. <br />Steve Myers, Business Agent with Teamsters Local 769, opposed eliminating the <br />lifeguards at Treasure Shores, expressed the willingness of the Teamsters to forego their wage <br />increases, and acknowledged that there was a written Memorandum of Understanding (MOU). <br />Carolyn Corum, commented on the Union pay increase, and suggested implementing a <br />new rule to make it fair for all County employees. <br />The following individuals spoke in opposition to eliminating the lifeguards at Treasure <br />Shores Park: <br />Joan O'Haire, 944 Frangipani Drive, Vero Beach <br />Frank Bilotta, 994 S.
