OCT 2 21900 <br />Boos <br />- 45 <br />PAGE <br />42 <br />COMMISSIONER Loy WENT ON <br />TO POINT OUT THAT THERE WOULD <br />HAVE <br />TO <br />BE <br />RULES FOR THIS PARK THE SAME AS THE RULES IN THE OTHER COUNTY PARKS <br />AND NOTED THAT ONCE THE IMPROVEMENTS ARE MADE, THEY.WOULD BECOME A <br />PART OF THE FACILITY. SHE FELT THE GIFFORD PROGRESSIVE LEAGUE COULD <br />SERVE AS THE ORGANIZATION TO HIGHLIGHT SPECIFIC PROJECTS, NOTING THAT <br />WE HAVE BEEN VERY SUCCESSFUL IN WORKING WITH THE KIWANIS CLUB IN THIS <br />WAY. SHE FELT ACCEPTING THIS RESPONSIBILITY WOULD INVOLVE HAVING A <br />SMALL COMMITTEE TO WORK WITH THE ADMINISTRATOR, AND SHE BELIEVED THE <br />OVERALL DEVELOPMENT OF THE PARK COULD BE ACCOMPLISHED IN THIS MANNER <br />AND THAT IT WILL BE SOMETHING OF WHICH WE ALL CAN BE PROUD, <br />COMMISSIONER LYONS ASKED WHAT SERVICES WE PROVIDE AT THE <br />PRESENT TIME, AND MR. REGAN STATED THAT THE COUNTY PROVIDES GRASS <br />MAINTENANCE ON A PERIODIC SCHEDULE. HE GAVE A SUMMARY OF THE DEVELOP- <br />MENT OF THE PARK, NOTING THAT THE MAJOR IMPROVEMENT WAS DONE UNDER <br />THE COMMUNITY DEVELOPMENT PROGRAM WHERE $60,000 WAS SPENT ON CAPITAL <br />IMPROVEMENTS, INCLUDING THE ROAD, DRAINAGE SYSTEMS, SETTING UP OF <br />THE FOOTBALL FIELD AND WATER SERVICE. HE NOTED THAT TRASH PICKUP <br />WOULD BE AN INCREASED COST TO THE COUNTY AT THE OUTSET. <br />CHAIRMAN SIEBERT NOTED THAT THE WATER SERVICE WOULD BE ALSO. <br />MR, REGAN REPORTED THAT THE WATER SERVICE IS ALREADY INSTALLED, <br />AND IT APPEARS TO COST ABOUT $25.00 PER MONTH. HE FELT THIS WOULD <br />INVOLVE SOME SUPERVISION FROM THE PARK DEPARTMENT BECAUSE THERE ARE <br />PEOPLE WHO WILL WASH THEIR CARS THERE, WHICH WOULD RESULT IN A MUCH <br />LARGER COST. <br />CHAIRMAN SIEBERT NOTED ALL THIS WOULD INVOLVE PICKUP OF <br />TRASH, POLICING OF THE PARK, SOME ADMINISTRATIVE EXPENSE, AND <br />ADDITIONAL COST FOR THE WATER BILL, PLUS WHATEVER CAPITAL IMPROVE- <br />MENTS THIS BOARD WOULD APPROVE. <br />ADMINISTRATOR NELSON FELT WE PICK UP THE TRASH NOW AND <br />THAT THE LARGEST EXPENSE WOULD BE THE INCREASED MAINTENANCE AND THE <br />WATER OR ANY CAPITAL IMPROVEMENTS, SUCH AS THE FENCE FOR THE TENNIS <br />COURT, <br />MR. REGAN INFORMED THE BOARD THAT THE E.O.C. HAS ORDERED <br />PLAYGROUND MODULES FOR THE PARK AND ALSO A.GOAL POST, BACKBOARD AND <br />
