OCT 2 2.1980 <br />mex 45, mrE 08 <br />ON MOTION BY COMMISSIONER LYONS, SECONDED BY COMMISSIONER <br />L.OY, THE BOARD UNANIMOUSLY RESCINDED THE ACTION TAKEN ON AUGUST 27, 1.990, <br />WHICH GRANTED A RECREATION COVENANT TO RIOMAR COUNTRY CLUB AND AGREED <br />THAT THE SITUATION WOULD REVERT TO THE STATUS QUO. <br />ATTORNEY GOULD ASSURED THE BOARD THAT THE RIOMAR COUNTRY <br />CLUB HAD APPROACHED THIS .MATTER IN GOOD FAITH; HOWEVER, IN LOOKING <br />DOWN THE ROAD FOR TEN YEARS OR SO, THE CLUB DOES NOT FEEL IT CAN OPEN <br />ITSELF TO THE PUBLIC ON THE BASIS NOW BEING REQUIRED. HE INFORMED <br />THE BOARD THAT THE CLUB IS NOT CLOSED TO THE PUBLIC AS HAS BEEN INDI- <br />CATED IN THE NEWSPAPERS; IT IS OPEN TO THE PUBLIC, THOUGH NOT ON A <br />COMPLETE BASIS. <br />COMMISSIONER L.OY BELIEVED THE MAIN OBJECTIVE OF THE <br />PARTICULAR STATUTE IN QUESTION WAS TO PROTECT VALUABLE OPEN SPACE <br />FOR THE GOOD OF ALL PEOPLE AND TO ENCUMBER THESE SPACES TO ASSURE <br />THEIR AVAILABILITY FOR THAT EXPRESS PURPOSE. SHE NOTED THAT IT WOULD <br />BE DIFFICULT FOR ANY PRIVATE CLUB TO EXTEND ITS FACILITIES IN THE <br />MANNER NOW REQUIRED AND CONTINUE TO OPERATE IN A PROFITABLE MANNER. <br />ATTORNEY GOULD NOTED THAT THE AMENDMENT FOR PUBLIC USE <br />WAS JUST ADDED IN 1978, AND HE FELT IT TOOK AWAY THE HEART OF THE LAW <br />WHICH WAS AIMED AT PRESERVING THE GREEN SPACE. <br />COMMISSIONER LYONS COMMENTED THAT IF THE BOARD EVER VOTED <br />AGAIN ON THIS MATTER, HE WOULD VOTE TO PASS IT ON TO THE CITY OF VERO <br />BEACH, AND HE WAS GLAD IT HAS TURNED OUT THIS WAY. <br />PROCLAMATION R "ALCOHOLISM AWARENESS MONTH" <br />CHAIRMAN SIEBERT STATED THAT ALTHOUGH IT IS NOT REQUIRED, <br />HE WOULD LIKE THE BOARD TO VOTE ON THIS PROCLAMATION. <br />ON MOTION BY COMMISSIONER Loy, SECONDED BY COMMISSIONER <br />WODTKE, THE BOARD UNANIMOUSLY ADOPTED A PROCLAMATION DESIGNATING THE <br />MONTH OF NOVEMBER "ALCOHOLISM AWARENESS MONTH FOR INDIAN RIVER COUNTY, <br />FLORIDA." <br />CHAIRMAN SIEBERT THEN READ THE PROCLAMATION ALOUD,AND ROBERT <br />VERDI, CHAIRMAN OF THE INDIAN RIVER COUNTY MENTAL HEALTH ADVISORY <br />BOARD ACCEPTED THE PROCLAMATION AND THANKED THE BOARD. <br />
