OCT 2 21990 <br />October 15, 1980 <br />MEMORANDUM <br />TO: Board of County Commissioners <br />FROM: County Administrator <br />moi X45 , PkcE 64 <br />SUBJECT: Possible Sites for Humane Society Facility <br />ENCLOSURES: #1 - Map of Winter Beach Collection Station <br />#2 - Map of Oslo Landfill Site <br />#3 - Map of South Gifford Landfill Site <br />As directed by the Board of County Commissioners at their <br />September 24, 1980 meeting, I met with Barbara Nolte, President <br />of the Humane Society and Charlie Block, Architect concerning <br />possible building site for a future Humane Society Complex. <br />Three areas were considered. The Winter Beach Collection <br />Station, Oslo Landfill Site and the South Gifford Landfill Site. <br />These areas are discussed as follows: <br />1. Winter Beach Collection Station - This site is 19.7 Acres <br />and is zoned R1. This area has never been used as a landfill <br />and would be ideal except for the location. We do operate a <br />garbage collection station at this site. Mrs. Nolte felt it was <br />too far from the main population and would discourage the public <br />from utilizing the facility, see Enclosure 1. <br />2. Oslo Landfill Area - This area is 50.5 Acres and is <br />zoned R1. The landfill was closed August 15, 1977 and all dump <br />areas covered over. We do operate a collection station on part <br />of the area. Two possible sites were considered. Both have buried <br />garbage and would require either excavation or special building <br />procedures to provide a satisfactory foundation. The location in <br />reference to the main population is excellent and an all weather <br />marl road leading to the property is in existence, see Enclosure <br />2. <br />3. South Gifford Landfill - This site is 56.1 Acres and is <br />zoned LM1. The landfill was closed August 15, 1977 and all areas <br />covered. Mrs. Nolte was interested in an area just south of South <br />Gifford Road between the Road & Bridge Parking lot and the collec- <br />tion station. There is a strip approximately 75 yards wide that <br />does not have any garbage buried under the surface. Mr. Block <br />felt the building could be designed to take full advantage of <br />this solid ground and thereby save construction costs. This <br />property is in a location that is satisfactory to the Humane <br />Society and convenient to the public. An all weather road is <br />adjacent to the property. The close proximity of a residential <br />area, Palm Gardens, is a major disadvantage. This could be <br />minimized by locating the facility near the Road and Bridge <br />Parking Lot. <br />Further testing and exploration will be required to <br />determine the exact location and whether or not it is economi- <br />cally feasible to build. Rezoning may be a requirement since <br />two of the areas are zoned R1 and one LM1. Kennels and boarding <br />areas are allowed in agricultural zoned areas only. <br />If the Board would agree to a lease within a general area. the <br />Humane Society could conduct necessary detail testing and <br />designing of a site plan prior to drafting of the lease. <br />Neil A.
