THE ATTORNEY, GENERALLY CONSISTENT WITH THE LETTER OF INTENT SUB- <br />MITTED BY SMITH BARNEY, HARRIS UPHAM, AND GIVE THE CHAIRMAN AUTHORITY <br />TO SIGN WHEN THE DETAILS ARE WORKED OUT, HE FELT IT WOULD EXPEDITE <br />THE SITUATION. <br />INTERGOVERNMENTAL COORDINATOR THOMAS INFORMED THE BOARD <br />THAT SMITH BARNEY HAS HANDLED SOME OF THE BIGGEST BAN FINANCING IN <br />THE COUNTRY, INCLUDING THE NEW AQUEDUCT SYSTEM FOR THE KEYS. HE <br />NOTED THAT THIS TYPE OF FINANCING IS BECOMING SO COMMON NOW THAT IT <br />IS REFERRED TO AS MUNICIPAL COMMERCIAL PAPER, AND THE REASON MUNICI- <br />PALITIES HAVE BEEN ABLE TO GET INTO THIS FIELD IS BECAUSE OF THEIR <br />TAX ADVANTAGE. <br />ON MOTION BY COMMISSIONER WODTKE, SECONDED BY COMMISSIONER <br />Loy, THE BOARD UNANIMOUSLY APPROVED A LETTER OF INTENT CONSISTENT <br />WITH THE LETTER OF INTENT SUBMITTED BY SMITH BARNEY, HARRIS UPHAM <br />JUST REVIEWED, SUBJECT TO THE POINTS OF CONCERN EXPRESSED BY THE <br />ATTORNEY BEING SATISFIED, AND AUTHORIZED THE SIGNATURE OF THE CHAIRMAN <br />SUBJECT TO THE APPROVAL OF THE ATTORNEY, THE FINANCE OFFICER AND <br />THE CHAIRMAN. <br />SAID LETTER OF INTENT WILL BE MADE A PART OF THE MINUTES <br />WHEN COMPLETED AND EXECUTED. <br />DISCUSSION RE WINTER BEACH CEMETERY <br />INTERGOVERNMENTAL COORDINATOR THOMAS INFORMED THE BOARD <br />THAT HE WOULD RECOMMEND WE PROCEED ALONG THE LINES SUGGESTED IN THE <br />FOLLOWING MEMO FROM ATTORNEY COLLINS: <br />OCT 2 2 1980 <br />11 <br />BOOK 45.'
