Attorney Polackwich reiterated that since the landowners could not mutually agree to <br />resolve the problem, and since the County is not prepared to initiate legal proceedings, then Mr. <br />O'Connor's only resolution would be to initiate his own legal remedy through the Court system. <br />Director Keating explained the requirements for obtaining a building permit on a 10 -acre <br />parcel. <br />Mr. O'Connor revealed that he could not touch the malfunctioning culvert on his <br />neighbor's property because he only has ingress and egress rights to cross the easement, and <br />would be trespassing if he attempted to correct the situation. <br />Chairman O'Bryan informed Mr. O'Connor that the County would not take formal <br />action, and encouraged him to consider Attorney Polackwich's suggestion to seek legal counsel. <br />The Chairman called a break 2:51 p.m. and reconvened the Meeting at 3:02 p.m., with <br />all members present. <br />14.
