Lyons <br />Indian River County Board of Commissioners <br />Y 17 Sailfish Road <br />Vero Beach, FL 32960 <br />Subject: Proposed River Bend and Beach Colony Development <br />Dear Commissioner Lyons: <br />This is in response to your inquiry regarding the two proposed <br />developments on the barrier just south of the Wabasso Bridge. It <br />is our understanding that both projects are being proposed by the <br />same developer and that both parcels are owned by the same owner, <br />although they are not adjacent to each other. The northernmost <br />project, River Bend, is proposed to have 672 dwelling units on 84 <br />acres, while.Beach Colony is proposed for•709 dwelling units on <br />90 acres. Both projects stretch from the Ocean to the Indian <br />River and straddle SR AIA. <br />The threshold for residential projects which are presumed to be <br />Developments of Regional Impact in Indian River County is 750 units. <br />_ <br />Individually, each project is just below that threshold. However, <br />7 taken together they are far in excess of the threshold. The 750 <br />unit threshold establishes a presumption as to whether or not a <br />proposed development is a DRI. The presumption, however, is not <br />a binding rule. If a project is below the threshold and can be <br />demonstrated to have a regional impact, then a DRI review would <br />be warranted. <br />In reviewing the information available regarding the proposed <br />projects, we believe the projects may well have regional impacts. <br />Such impacts would involve transportation, drainage, wastewater <br />disposal, and the environment. <br />Both projects have primary access onto SR AIA. They can be expected <br />to add several thousand trips daily to a two-lane facility. This, <br />coupled with existing traffic and increased traffic from other <br />developments, could lead to the need for major improvements to <br />a portion of the state highway system.. The Wabasso Bridge provides <br />access to the mainland just north of the project sites. Again, the <br />impact on this state maintained facility could be significant.
