ATTORNEY COLLINS EXPLAINED THAT THE PEOPLE WERE APPOINTED <br />FOR A ONE YEAR TERM FROM THEIR PARTICULAR AREAS OF SOCIETY, AND <br />NOW THEIR TERMS ARE EXPIRING. HE NOTED THAT THE HOUSING FINANCE <br />AUTHORITY IS A SEPARATE AND INDEPENDENT BODY, AND ADDED THAT THERE IS <br />NO REASON WHY THE BOARD COULD NOT MAKE UP SOME INTERNAL RULES <br />CONCERNING THIS QUESTION.
