PRESENT WERE WILLARD W. SIEBERT, .JR., CHAIRMAN; <br />ALMA LEE Loy, VICE CHAIRMAN; WILLIAM C. WODTKE, .JR.; R. DON DEESON; <br />AND PATRICK B. LYONS. ALSO PRESENT WERE NEIL A. NELSON, COUNTY <br />ADMINISTRATOR; L.S. "Tommy" THOMAS, INTERGOVERNMENTAL COORDINATOR; <br />GEORGE G. COLLINS, .JR., ATTORNEY TO THE BOARD OF COUNTY COMMISSIONERS; <br />.JEFFREY K. BARTON, FINANCE OFFICER; AND VIRGINIA HARGREAVES AND <br />JANICE CALDWELL, DEPUTY CLERKS, <br />THE CHAIRMAN CALLED THE MEETING TO ORDER. <br />COMMISSIONER DEESON LED THE PLEDGE OF ALLEGIANCE TO THE <br />FLAG, AND REVEREND DELMAS COPELAND, FIRST UNITED METHODIST CHURCH, <br />GAVE THE INVOCATION. <br />ADDITIONS TO AGENDA <br />THE CHAIRMAN ASKED IF THERE WERE ANY ADDITIONS TO THE AGENDA. <br />COUNTY ADMINISTRATOR NELSON REQUESTED ADDING THREE ITEMS: <br />FINAL PLAT APPROVAL OF HOBART LANDING,; DISCUSSION OF THE CONTRACT <br />MODIFICATION WITH SVERDRUP AND PARCEL; AND EXTENSION OF THE PRELIMINARY <br />PLAT OF SAN SEBASTIAN SPRINGS, UNIT 1. <br />COMMISSIONER LYONS REQUESTED ADDING A DISCUSSION OF THE <br />BARRIER ISLAND STUDY BASED ON SAM SHANNON'S LETTER; AND A GENERAL <br />DISCUSSION ABOUT COMMUNICATION WITH MEMBERS OF PUBLIC BOARDS AND <br />OTHER ENTITIES. <br />ATTORNEY COLLINS STATED THAT MONDAY, BEFORE THE VARIANCE <br />BOARD, THERE WAS AN APPEAL BEING FILED BY FLORIDA LAND COMPANY <br />APPEALING THE ZONING DEPARTMENTS REFUSAL TO ACCEPT THEIR APPLICATION <br />FOR SITE PLAN APPROVAL PRIOR TO RECEIPT OF A BINDING LETTER FROM THE <br />STATE OF FLORIDA. HE STATED THAT HE VIEWED HIS POSTURE IN THIS <br />MATTER AS ONE OF REPRESENTING THE COUNTY, AND MORE SPECIFICALLY, THE <br />�ncx 45 P.,,EIAU <br />
