Fr- -7 <br />NOV 19190 aoox 45 PAGE255 <br />INTERGOVERNMENTAL COORDINATOR THOMAS EXPLAINED THAT HE.AND <br />FINANCE OFFICER BARTON WERE TRYING TO SHOW THAT THERE HAVE BEEN <br />PROBLEMS REGARDING OVER -RUNS, AND THEY ARE TRYING TO KEEP IT UNDER <br />CONTROL. HE AND MR. BARTON FELT THAT THIS WAS AN ACCURATE REPORT. <br />COMMISSIONER SCURLOCK INQUIRED WHO WAS INVOLVED IN <br />LOOKING OVER AND REVIEWING A CHANGE ORDER, <br />ADMINISTRATOR NELSON EXPLAINED THAT A CHANGE PROPOSAL IS <br />WRITTEN UP, SENT TO THE ARCHITECT, AND THEN IT COMES BACK TO THE <br />CONTRACTOR FOR COSTING OUT. HE ADDED THAT IT IS SENT BACK TO THE <br />ARCHITECT FOR THEIR REVIEW, THEN CONSTRUCTION PROJECT REPRESENTATIVE <br />KONTOULAS CHECKS IT OUT, AND IT IS BROUGHT TO THE BOARD FOR APPROVAL - <br />THEN THE CHANGE ORDER IS MADE. <br />DISCUSSION FOLLOWED ALONG THOSE LINES AND IT WAS DETERMINED <br />THAT THE FINANCE OFFICE REVIEWS IT AND RELATES IT TO THE AVAILABLE <br />FUNDS. <br />CHAIRMAN LYONS NOTED THAT REMODELING AN OLD BUILDING IS <br />FULL OF SURPRISES, NOT ONLY FOR THE OWNER BUT FOR THE ARCHITECT AND <br />THE BUILDER AS WELL. HE WENT ON TO SAY THAT THERE HAVE BEEN A LOT OF <br />THINGS THAT HAVE HAPPENED THAT NOBODY HAD ANTICIPATED, SUCH AS A <br />HOLE ABOUT 3' X 4' IN ONE OF THE MAJOR BEAMS AT THE ADMINISTRATION <br />COMPLEX, OVER THE OPERATING ROOM, AND AS A RESULT, THEY HAVE A MAJOR <br />STRUCTURAL PROBLEM THERE. <br />COMMISSIONER WODTKE INQUIRED ABOUT CHANGE ORDER #8 AND <br />WONDERED IF THE FIGURE LISTED WAS THE ORIGINAL BID PLUS THE CHANGE <br />ORDERS ALL ADDED TOGETHER. <br />FINANCE OFFICER BARTON RESPONDED AFFIRMATIVELY. <br />COMMISSIONER FLETCHER WANTED CLARIFICATION FOR THIS ITEM <br />AND WANTED TO KNOW IF IT WAS JUST A REVIEW, OR IF APPROVAL WAS NEEDED. <br />CHAIRMAN LYONS ADVISED THAT IT WAS JUST A STATUS REPORT; <br />THE BOARD WANTED TO KNOW HOW THEIR SITUATION WAS REGARDING MONEY. <br />COMMISSIONER WODTKE COMMENTED THAT THE BOARD SEEMS TO GET <br />A CHANGE ORDER AT EVERY MEETING, AND THE BOARD WANTS TO BE KEPT INFORMED <br />
