Council accepted the request <br />and directed staff to begin discussions with the County as to an <br />appropriate scope of activities for the study, as well as estimates <br />of the cost for participating. <br />In reviewing this request, it is suggested that two appropriate <br />alternatives may be available to the County. The first would be <br />based on a comprehensive approach to the development of the barrier <br />island. The approach would be comparable to the Local Government <br />Comprehensive Plan concept. This effort would review all issues <br />that relate to future development on a barrier island and provide <br />recommendations and policies that the County could consider and <br />adopt to manage development in this area. The enclosed graphic <br />represents this alternative and is intended to identify the potential <br />data needs, possible issues and opportunities to be addressed, and <br />a listing of resource agencies and interest groups that should be <br />involved in such an effort. <br />The second approach would relate more to the.identification of a <br />reasonable "carrying capacity" potential for future development <br />on the barrier island.
