PAGE 277. <br />-3- November 18, 1980 <br />Engineer's Project No. 6383-C <br />Status of the 201 Facilities Plan is as follows: <br />--On November 12, 1980, a meeting with County staff and Commissioner <br />Lyons was held in Mr. Jake Varnes' office, Secretary of the Depart- <br />ment of Environmental Regulation, to discuss the 201 Facilities <br />Plan. At that meeting, it was concluded by all parties present the <br />County would not be required to file for an exemption petition. <br />Therefore, Step 1 approval of the 201 Plan could be given by Florida <br />DER. However, at that meeting it was noted that some resistance to <br />this plan may occur with the U.S. Environmental Protection Agency. <br />We will address that potential problem when it occurs. In subsequent <br />telephone conversations with DER, Tallahassee on November 14, 1980, <br />it was learned several items must be submitted to DER before final <br />Step 1 approval is given. These items included submittal of public <br />hearing transcripts which the County has on file, submittal of resolu- <br />tions from participating municipalities approving the 201*P1an, and <br />any outstanding interlocal agreements. We recommend submitting a <br />sample resolution to the City of Vero Beach, Indian River Shores, <br />Sebastian and Fellsmere immediately. We also recommend these resolu- <br />tions be submitted by the Board of County Commissioners with a request <br />these resolutions be adopted as soon as possible. We are attempting <br />to resolve all of these items within the next two weeks. <br />The only outstanding interlocal agreement we are aware of is the <br />Wastewater Agreement between the Town of Indian River Shores, City of <br />Vero Beach and Indian River County. However, we understand this <br />agreement has been executed by all parties and may now be submitted <br />to DER. We will coordinate any and all submittals. <br />--We are currently compiling the necessary information for the Step 2 <br />Grant Application submittal to EPA. Status on this activity will be <br />provided at a later date. <br />ITEM _#5 - THE LEGAL AGREEMENT REVIEW FOR Engineer's Project No. 6383-A <br />UTILITIES DEPARTMENT <br />Status of the Legal Agreement Review for the Utilities Department is <br />as follows: <br />--We have completed review of all interlocal Utilities Agreements and <br />are on standby for any further activity. <br />ITEM #6 - SOUTH BEACH WATER LINE EXTENSION Engineer's Project No. 6383-A <br />PRELIMINARY COST ESTIMATES <br />Status of the South Beach Water Line Extension Preliminary Cost <br />Estimates is as follows: <br />--We are still waiting on technical data on the City of Vero Beach's <br />system. We will proceed with preliminary design and cost estimates <br />as soon as the City's data is available to us. <br />ITEMS 2 THROUGH 6 WERE DISCUSSED LATER IN THE DAY. <br />32 <br />
