THIS WAS THE WAY IT WOULD HAVE TO BE BECAUSE OF THE LIMITATIONS OF <br />SPACE; JUDGE SMITH THEN WROTE A LETTER ABOUT THE SIZE OF THE COURT- <br />ROOMS AND THE PROBLEMS INVOLVED, AND VARIOUS CHANCES WERE MADE TO <br />TRY TO REMEDY THE SITUATION. MR. MOSS AGREED THAT THE PANELING DOES <br />SEEM EXPENSIVE, BUT POINTED OUT THAT THIS IS A HIGH USE AREA, AND <br />IF THE WALLS ARE PAINTED, IT WILL BE NECESSARY TO REPAINT THEM FRE- <br />QUENTLY. HE STATED THAT HE WAS NOT HERE TO SPEAK SPECIFICALLY IN <br />FAVOR OF THIS CHANGE ORDER, BUT TO SPEAK IN FAVOR OF FIXING UP THIS <br />AREA SO IT CAN BE SOMETHING OF WHICH WE CAN BE PROUD AND SOMETHING <br />THAT WILL BE SERVICEABLE. HE AGREED THAT IT IS LATE TO ASK FOR <br />CHANGES, BUT NOTED THAT EVEN WHEN THEY GET EVERYTHING THAT IS SPECI- <br />FIED NOW, IT WILL BE INADEQUATE FOR THE FUTURE. <br />ATTORNEY SULLIVAN INFORMED THE BOARD THAT HE WAS REQUESTED <br />TO COME TO THIS MEETING BY .JUDGE CHARLES SMITH. HE ALSO STATED THAT <br />WHEN THE JUDGES AND LAWYERS FOUND OUT ABOUT THE SIZE OF THE COURTROOMS, <br />IT WAS TOO LATE TO DO ANYTHING ABOUT IT. HE FELT IT WAS OBVIOUS <br />FROM THE COMMENTS MADE TODAY THAT THERE ARE THINGS WHICH EVEN THE <br />COMMISSIONERS AND THE ARCHITECT OVERLOOKED. MR. SULLIVAN REITERATED <br />THAT THIS IS A HIGH USE AREA AND INFORMED THE BOARD THAT IN TRAVELING <br />THROUGHOUT THE STATE OF FLORIDA, HE HAS NEVER SEEN ANY COURTROOMS <br />THAT ARE NOT PANELED, HE FELT THAT WHEN YOU ARE DEALING WITH THE <br />RIGHTS OF ALL CITIZENS, YOU HAVE TO HAVE SOME ELEMENT OF APPEARANCE THAT <br />IS COMPATIBLE WITH THE SYSTEM WITH WHICH WE ARE DEALING. HE STATED <br />THAT HE OBJECTED TO TAXES AS MUCH AS ANYONE, BUT FELT WE SHOULD <br />SPEND THEM IN AN AREA SUCH AS THIS WHERE WE CONSTANTLY ARE GOING TO <br />BE ON PUBLIC VIEW. MR. SULLIVAN CONTINUED THAT HE ALSO WAS AMAZED <br />AT THE PRICE QUOTED AND WOULD MERELY SAY THAT THE LAWYERS AND JUDGES <br />WOULD LIKE TO HAVE THIS DONE AT THE MOST MINIMAL COST POSSIBLE TO <br />COVER THE AREAS MENTIONED IN THE PROPOSED CHANGE ORDER. <br />.JUDGE SHARP CAME BEFORE THE BOARD, NOTING THAT HE WILL BE <br />A RESIDENT OF THE COURTHOUSE, HE STATED THAT HE WOULD LIKE THE COMMIS- <br />SION TO THINK IN TERMS OF PANELING RATHER THAN HAVING PAINTED WALLS <br />THAT CONTINUALLY HAVE TO BE REPAINTED.
