PRIORITY SYSTEM FOR CONNECTION TO COUNTY WATER SYSTEM <br />A PRIORITY SYSTEM FOR CONNECTIONS TO THE COUNTY WATER <br />SYSTEM IS HEREBY MADE A PART OF THE MINUTES AS APPROVED AT THE <br />MEETING OF NOVEMBER 5, 1980, <br />MEMORANDUM <br />TO: Neil Nelson, County Administrator <br />FROM: George Liner, Utilities Director <br />SUBJECT: Proposed Priority System for Connections to County Water System. <br />DATE: November 5:, 1980 <br />From now until the initial rush of connections are satisfied, there <br />will be a problem determining who should have a connection and when can <br />it be made. The following procedure is offered as a logical plan which <br />requires a minimum of confusion or judicious decisions for the South <br />County System. <br />The following priority is proposed until the system reaches a design <br />demand of 80% of the maximum capacity of the system. When this point is <br />approached or reached, a limited rate of connection will be imposed while <br />the next phase of growth is completed. To do this, the developer will <br />be limited with a schedule of units vs. connection date (not to be exceeded) <br />set as part of the service agreement. To be considered for connection,the <br />customer must be contiguous to existing water mains. Priority levels <br />will be assigned only after service agreements are fully executed and <br />all applicable fees are paid.* <br />The priority for connections to be made to the system should be: <br />1. Where conditions are certified to be an emergency by the Health Depart- <br />ment officials, these cases shall receive top priority; ie. all later <br />priorities will be interrupted for this installation or connection. <br />IA. Existing individual single family residences who apply by signing <br />a service agreement and paying the appropriate fees.* These <br />connections will be made without waiting three months for advertizing. <br />2. Chronologically according to the following cases for: <br />2A. Existing residential or commercial projects which require or <br />already have connection on the County 6th Avenue Force Main <br />with completed agreement and fees* for sewer and water service. <br />2B. Existing residential or commercial projects which require "water <br />only" service. This covers all other existing projects after <br />completing agreements and paying fees.* <br />3. Chronologically according to the following cases of proposed projects: <br />3A. Proposed individual homes (to be built) with agreement'and fees* paid. <br />3B.
