DEC 31980 sox 45 PA,E340 <br />COMMUNITY DEVELOPMENT -.REQUEST FOR CONGRESSIONAL ASSISTANCE <br />THE BOARD NEXT CONSIDERED THE FOLLOWING MEMORANDUM: <br />M E M O R A N D U M <br />TO: Ba rd of C un Commissioners <br />FROM: Edward J. an, ounity Development Director <br />DATE: November 25, 1980 <br />RE: Request for Congressional Assistance on Community <br />Development Block Grant Pre -application <br />There is a need for Congressional assistance in assuring a suc- <br />cessful review of our Community Development Block Grant Pre -applica- <br />tion for FY '81. The Jacksonville office of the Department of Housing <br />& Urban Development usually gets four times the requests for funds as <br />there are funds available for non -entitlement communities under the <br />"Small Cities Program." <br />Indian River County has successfully closed out grants for three <br />successive years, and has shown substantial determination, having sub- <br />mitted Pre -applications for Fiscal Years '78, '79 and '80. In every <br />instance, we were close to the threshold of funding, but were not <br />invited to submit formal applications. <br />Statistically, this should be our year for funding. However, our <br />Field Representative, Wayne Burnette, has been transferred to Califor- <br />nia, and the field staff of the Jacksonville offices of the Department <br />of Housing & Urban Development is in the process of being realigned. <br />Simultaneously, the leadership of the U.S. Department of Housing & <br />Urban Development is in a transitory stage. <br />We have been advised that Pre -applicants who will be invited to <br />submit for funding will be chosen by December 15. <br />We respectfully request that the Board of County Commissioners <br />petition, by resolution, its Senators and Representative to inquire <br />as to the progress of our Pre -application and, if necessary, the <br />process by which decisions are made. <br />COMMUNITY DEVELOPMENT DIRECTOR REGAN FURTHER EXPLAINED <br />THAT IT MAY BE OF BENEFIT TO THE COUNTY IF OUR CONGRESSIONAL <br />REPRESENTATIVES WOULD INQUIRE AS TO THE PROGRESS OF OUR APPLICATION. <br />CHAIRMAN LYONS ASKED THE BACKGROUND OF THE COUNTY'S POSITION <br />IN GETTING FUNDED OVER THE PAST THREE YEARS. <br />MR. REGAN REPORTED THAT IN 1978, THE COUNTY RANKED 36TH, AND <br />7 APPLICATIONS WERE APPROVED; IN'1979 THERE WERE 106 APPLICATIONS, THE <br />COUNTY CAME IN 12TH, AND 5 WERE APPROVED FOR FUNDING; AND IN 1980, <br />THERE WERE 96 APPLICATIONS, THE COUNTY CAME IN 7TH, AND 4 WERE APPROVED <br />FOR FUNDING. <br />
