THIS WOULD BE ANOTHER <br />CONSTRAINT. <br />COMMISSIONER WODTKE THEN BROUGHT UP THE BOARD'S POLICY <br />REGARDING WATER AND SEWER FRANCHISES AND EXPRESSED CONCERN ABOUT <br />THE FLEXIBILITY OF THE CONTRACT IN THIS REGARD, HIS PROBLEM WAS <br />WHERE THEY MAKE THE ASSUMPTION THERE IS NOT A SOURCE OF WATER FOR <br />THE BARRIER ISLAND NOW AND WHETHER WE WANT TO LIMIT THE STUDY TO <br />EXISTING AGREEMENTS AND CONTRACTS. <br />MR. SHANNON STATED THAT THEY WERE JUST TRYING TO LIMIT <br />IT; HE DID NOT FEEL THE BOARD WANTED THEM TO COME BACK AND SAY THE <br />AREA COULD BE DEVELOPED, FOR INSTANCE, IF A NEW BRIDGE OR FOUR -LANE <br />HIGHWAY WERE PUT IN. <br />CHAIRMAN LYONS.STATED THAT HE READ THE CONTRACT AS SAYING <br />THEY WILL TAKE INTO ACCOUNT THE THINGS PROPOSED AND THAT ARE EXISTING <br />NOW, BUT DID NOT FEEL THAT NECESSARILY COMPOSES THE LIMITING FACTORS, <br />COMMISSIONER WODTKE CONTINUED TO DISCUSS THE PHRASE "WILL <br />BE LIMITED TO EXISTING FACILITIES," AND COMMISSIONER SCURLOCK FELT <br />"PRESENT POLICY" IS THE KEY. <br />MR. SHANNON NOTED THAT IF THERE IS A POLICY THAT THE BOARD <br />WILL NOT ALLOW ANY MORE PACKAGE TREATMENT PLANTS, THEY WOULD TAKE <br />THAT INTO CONSIDERATION. IF THE POLICY IS THAT PACKAGE TREATMENT <br />PLANTS ARE ALLOWED UNDER CERTAIN CONDITIONS AND THOSE CONDITIONS <br />CAN BE MET IN A DEVELOPMENT, THAT WOULD NOT BE INTERPRETED AS A <br />CONSTRAINING FACTOR. <br />COMMISSIONER SCURLOCK FELT MR. SHANNON IS SAYING THEY ARE <br />GOING TO DO A STUDY OF WHAT IS REASONABLE TO EXPECT IN THE IMMEDIATE <br />FUTURE, AND OBVIOUSLY AS WE MAKE CHANGES, THEY WILL HAVE TO RE- <br />EVALUATE THE SITUATION AND MAKE CHANGES. <br />THE CHAIRMAN CALLED FOR THE QUESTION TO APPROVE A CONTRACT <br />FOR PROFESSIONAL CONSULTING SERVICES BETWEEN TREASURE COAST REGIONAL <br />PLANNING COUNCIL AND THE COUNTY WITH MODIFICATIONS AS PREVIOUSLY <br />STATED, AND TO BE FUNDED FROM THE LOCAL GOVERNMENT COMPREHENSIVE <br />PLANNING ACT GRANT AND THE PLANNING DEPARTMENT BUDGET AS DISCUSSED. <br />IT WAS VOTED ON AND CARRIED WITH COMMISSIONER FLETCHER VOTING IN <br />OPPOSITION. <br />
