�ooK 45 PAGE 396 <br />COMMISSIONER-WODTKE ASKED HOW IN A MEDIUM DENSITY, WHICH <br />Is 4 - 12, YOU DETERMINE WHETHER TO MAKE IT 6 OR 8; HE NOTED THAT <br />IT IS NOT JUST AS SIMPLE AS ZONING TO COMPLY TO THE MASTER PLAN. <br />ATTORNEY COLLINS STATED THAT BASICALLY MOST OF THE LAND <br />IS ZONED FOR A LOWER DENSITY WITH SINGLE FAMILY ZONING. HE FELT <br />THE BOARD MIGHT WANT TO CONSIDER THAT THOSE AREAS CAN BE TAKEN CARE <br />OF WITH THE ADOPTION OF THE NEW COMPREHENSIVE PLAN AND BELIEVED <br />THE MAJOR CONCERN IS THE PROPERTY THAT IS ZONED FOR 15 UNITS PER ACRE. <br />COMMISSIONER WODTKE AGREED WE SHOULD ADDRESS THAT INSTEAD <br />OF TALKING ABOUT REZONING EVERYTHING ON THE BEACH. <br />MOTION WAS MADE BY COMMISSIONER WODTKE, SECONDED BY COM- <br />MISSIONER SCURLOCK, TO AUTHORIZE THE CHAIRMAN TO CONTACT FLORIDA <br />LAND COMPANY AND MAKE HIS SUGGESTED PROPOSAL IN REGARD TO REZONING <br />TO 6 UNITS PER ACRE AND REMOVING THE BINDING LETTER REQUIREMENT. <br />DISCUSSION CONTINUED, AND COMMISSIONER BIRD NOTED THAT <br />THEY ARE TALKING ABOUT A LARGE AREA. MR. REVER CONCURRED TO REZONE <br />THE ENTIRE AREA RIGHT NOW WOULD BE A WHOLE LOT OF WORK FOR NOTHING, <br />BUT IF WE HAVE THIS OTHER CATEGORY, HE BELIEVED WE WOULD HAVE <br />SOMETHING TO WORK WITH. DISCUSSION ENSUED ON THE POSSIBILITY OF <br />A MORATORIUM . <br />COMMISSIONER SCURLOCK STATED THAT A MORATORIUM SCARED HIM; <br />THE PROPERTY OWNER HAS CERTAIN RIGHTS AND YOU NEED TO STRIKE A BALANCE. <br />THE CHAIRMAN CALLED FOR THE QUESTION. IT WAS VOTED ON AND <br />CARRIED WITH COMMISSION FLETCHER VOTING IN OPPOSITION. <br />CHAIRMAN LYONS EMPHASIZED THAT HE WOULD LIKE SOME ACTION <br />REGARDING THE BOARD REVIEWING SITE PLAN APPROVAL FOR DEVELOPMENTS OF <br />OVER 200 UNITS AND SHOPPING CENTERS, AND ATTORNEY COLLINS STATED <br />THAT HE WOULD TAKE A SHOT AT COMING UP WITH A DRAFT. <br />COMMISSIONER BIRD WENT ON TO DISCUSS WHETHER THE BOARD <br />INTENDED TO BYPASS THE PLANNING & ZONING COMMISSION. <br />CAROLYN EGGERT OF THE PLANNING & ZONING COMMISSION FELT THAT <br />BYPASSING THE PLANNING & ZONING COMMISSION WOULD TAKE PART OF THE <br />OVERALL PICTURE OUT AND WOULD NOT BE FAIR TO THE GENERAL PUBLIC, <br />CHAIRMAN LYONS AGREED WE DO NOT WANT TO DO THAT, AS DID THE BOARD IN <br />GENERAL. <br />
