DEC 31980 <br />wx 45 PAGF3 8 <br />DALE MCBRIDE, REPRESENTATIVE OF KELLY TRACTOR COMPANY, <br />APPROACHED THE BOARD AND DISCUSSED THE $100 FACTOR REGARDING REPAIRS <br />OF THE EQUIPMENT. <br />MORE DISCUSSION FOLLOWED CONCERNING THE TOTAL COST METHOD <br />AS OPPOSED TO THE TOTAL CASH BASIS. <br />MOTION WAS MADE BY COMMISSIONER SCURLOCK, SECONDED BY <br />COMMISSIONER FLETCHER, THAT THE BOARD REJECT THE BIDS, AND READVERTISE <br />FOR THE TOTAL COST METHOD AND THE TOTAL CASH BASIS. <br />THE CHAIRMAN CALLED FOR THE QUESTION. IT WAS VOTED ON <br />AND CARRIED WITH A VOTE OF 3 TO 2; COMMISSIONER BIRD AND COMMISSIONER <br />WODTKE VOTING IN OPPOSITION. <br />ADMINISTRATOR NELSON THEN REFERRED TO BID #62 FOR THE <br />FLAT BED DUMP TRUCK AND STATED THAT ONLY ONE BID WAS RECEIVED. HE <br />THEN RECOMMENDED THAT THIS BE REBID, AND A LARGER GEOGRAPHIC AREA <br />WITHIN THE STATE BE USED TO FIND ADDITIONAL BIDDERS. <br />COMMISSIONER WODTKE SUGGESTED THE BID BE MODIFIED TO REQUEST <br />A 1980 OR 1981 MODEL, AND ADMINISTRATOR NELSON NOTED THIS COULD BE DONE. <br />ON MOTION BY COMMISSIONER SCURLOCK, SECONDED BY COMMISSIONER <br />FLETCHER, THE BOARD UNANIMOUSLY AGREED TO REJECT BID #62, AND RE - <br />ADVERTISE ON A LARGER GEOGRAPHICAL AREA. <br />ADMINISTRATOR NELSON REFERRED TO BID #63 FOR A REFUSE <br />CONTAINER TRUCK, AND RECOMMENDED THIS BE REBID, USING A LARGER <br />GEOGRAPHICAL AREA IN THE STATE. <br />ON MOTION BY COMMISSIONER SCURLOCK, SECONDED BY COMMISSIONER <br />FLETCHER, THE BOARD UNANIMOUSLY AGREED TO REJECT BID #63, AND RE - <br />ADVERTISE ON A LARGER GEOGRAPHICAL AREA, <br />ADMINISTRATOR NELSON REFERRED TO BID #64 FOR A HEAVY DUTY <br />ROLL -OFF CONTAINER, AND RECOMMENDED THAT IT BE AWARDED TO THE LOWEST <br />BIDDER, HESCO REFUSE CONTAINER, INC. <br />ON MOTION BY COMMISSIONER FLETCHER, SECONDED BY COMMISSIONER <br />SCURLOCK, THE BOARD UNANIMOUSLY AGREED TO AWARD BID #64 TO HESCO <br />REFUSE CONTAINER, INC., AS BEING THE LOWEST AND BEST BID MEETING <br />SPECIFICATIONS, IN THE AMOUNT OF $2,750. <br />
