DEC 17 19 80 8009 <br />THE BOARD NEXT REVIEWED THE FOLLOWING MEMORANDUM: <br />MEMO <br />TO: Neil Nelson, Administrator <br />FROM: George Liner, Utilities Director <br />SUBJECT: Status of Gifford Sewage Plant Progress <br />DATE: December 17, 1980 <br />The following was learned in discussing project with Engineer: <br />45 PACE 444 <br />DER granted the schedule extension to March 15, 1981 for the completion <br />of the plant and its certification. At the same time DER imposed a change <br />in the percolation pond construction which amounts to strippinq out the <br />pond base and replacing it with "approved" fill. This requirement amounts <br />to added costs for the contractors work of $150,000 to $200,000 not <br />counting the fill which may be another $150,000. The engineer is looking <br />into alternative ways of accomplishing the job without this excessive <br />expense. <br />At the same time as DER added the extensive change in the pond work, <br />they added the threat that there will be fines imposed on the County if <br />the plant is not ready by March 15. <br />This past week the remainder of the DER permits arrived which allows <br />the project to proceed. Other than the added pond work, the negotiations <br />with the contractor were in line with anticipated costs. <br />GL/kh <br />cc: file <br />George Line'r, Utilities Director <br />DISCUSSION FOLLOWED ABOUT THE ADDITIONAL REQUIREMENTS THAT <br />THE DER HAS IMPOSED IN THE CONSTRUCTION OF THE PERCOLATION POND. <br />COMMISSIONER FLETCHER COMPLAINED THAT WHEN YOU SPEND SOME— <br />BODY ELSE IS MONEY, THEY CAN TELL YOU HOW TO SPEND IT; HE ALSO EXPRESSED <br />CONCERN ABOUT THE PROJECT COSTING MORE AND MORE MONEY. <br />UTILITIES DIRECTOR LINER COMMENTED THAT IT WAS NOT A QUESTION <br />SO MUCH AS TO THE DEPTH OF THE POND, BUT THE WAY IT HAS TO BE <br />CONSTRUCTED — THE POND WOULD ABSORB THE PLANTS EFFLUENT. HE ADDED <br />THAT THE ENGINEERS ARE TRYING TO WORK OUT SOME SORT OF ALTERNATE METHOD. <br />
