Nelson, County Administrator <br />SUBJECT: Delegation of Travel Permission <br />My office has researched the Florida Statutes for determination of <br />authority to allow budgeted authorized employee travel. <br />1. Paragraph 112.061 (2) (A) specifies the County as a legal agency <br />of the state. <br />2. Paragraph 112.061 (2) (B) specifies the agency head as the highest <br />policy-making authority of a public authority or, in our case, the <br />Board of County Commissioners. <br />3. Paragraph 112.061 (3) (A) specifies, "All travel must be authorized <br />and approved by the head of the agency, or his designated representative, <br />from whose funds the traveler is paid." The sub -paragraph continues, <br />"In every instance, prior to the approval, the head of the agency may <br />request a signed statement by the traveler's supervisor, stating that <br />such travel is on the official business of the state and also stating <br />the purpose of such travel." <br />Based on the above information, I request the following action by the Board <br />of County Commissioners: <br />As the designated representative of the Board, allow me to authorize official <br />travel of career classification personnel of the County with the following <br />provisions: <br />1. Appropriate explanation of the travel, signed by me, appears on the <br />travel voucher. <br />2. The Board shall be notified of request approvals at the next scheduled <br />Board of County Commissioner's meeting after said travel has been <br />performed. <br />Nei A.
