THE INTENT OF THE ORDINANCE IS QUITE CLEAR IN THAT WE WERE TRYING <br />TO BE MORE RESTRICTIVE. HE DID AGREE THAT PERHAPS THE WORDING SHOULD <br />BE CLARIFIED. <br />COMMISSIONER FLETCHER SUGGESTED A MOTION BE MADE TO RECON- <br />SIDER THE ORDINANCE IN A PROCEDURAL MANNER, BUT THE CHAIRMAN FELT <br />POSSIBLY WE SHOULD HAVE AN ORDINANCE PUT TOGETHER FIRST SO WE HAVE <br />SOMETHING SPECIFIC TO PRESENT. <br />DISCUSSION FOLLOWED ON THE STATUS OF THE SITE PLAN OF <br />TAMARA GARDENS, AND PLANNING DIRECTOR REVER EXPLAINED THAT IT CAME <br />TO THE PLANNING & ZONING COMMISSION AS A SITE PLAN; IT WAS ONLY <br />DIVIDED INTO 1/2 ACRE PARCELS IN DEFERENCE TO HEALTH DEPARTMENT <br />REGULATIONS - FOR DEVELOPMENT PURPOSES THERE IS NO DIVISION INTO <br />LOTS. HE NOTED THAT ONCE A POLICY DIRECTION IS RECEIVEV; THEY THEN <br />CAN MAKE A DECISION ON THE SITE PLAN. <br />AFTER FURTHER DISCUSSION, THE BOARD GENERALLY AGREED THAT <br />IT WAS THE BOARD'S INTENT TO HAVE THIS ORDINANCE MORE RESTRICTIVE; <br />THAT IT WAS PREFERABLE TO STAY AT THE FOUR UNITS PER ACRE FIGURE; BUT <br />THAT MORE WORK WAS NEEDED ON THE ORDINANCE WHICH CANNOT BE DONE TODAY. <br />DANA HOWARD OF CARTER ASSOCIATES STATED THAT MR. HATALA <br />WAS THEIR CLIENT. HE WENT ON TO DISCUSS THE RESIDENTIAL EQUIVALENT <br />MENTIONED IN ORDINANCE 80-13, WHICH IS GENERALLY BASED ON A FLOW OF <br />350 GPD FOR A THREE BEDROOM, TWO BATH HOUSE. MR. HOWARD POINTED OUT <br />THAT THE PROPOSED UNITS ARE TWO BEDROOM UNITS AND PROCEEDED TO COMPARE <br />THE PROPORTIONATE GALLONAGES GENERATED. <br />CHAIRMAN LYONS EXPRESSED THE HOPE THAT WE COULD CALL ON <br />MR. HOWARD FOR INPUT WHEN THE ORDINANCE IS BEING WORKED ON. <br />WILLIAM KOOLAGE, INTERESTED CITIZEN, NOTED THAT HE PERSONALLY <br />IS ON A WELL AND SEPTIC TANK, BUT HAS PUSHED TO GET WATER AND SEWER <br />IN THE CROWDED AREAS OF THE COUNTY IN ORDER TO AVOID THE POLLUTION <br />THAT WOULD RESULT FROM A PROLIFERATION OF SEPTIC TANKS AND WELLS, <br />HE STATED THAT HE WOULD OBJECT TO ALLOWING MORE SEPTIC TANKS AND WELLS <br />PER ACRE THAN SET OUT IN THE ORDINANCE. <br />FRANK ZORC, DEVELOPER, STATED THAT HE WOULD SUPPORT A REVIEW <br />OF ORDINANCE 80-13 AND SOME <br />IN-DEPTH <br />RESEARCH TO DETERMINE IF <br />THE <br />DEC 311980 <br />37 <br />45 <br />PAGE <br />
