COMMISSIONER <br />I <br />BIRD ENVISIONED THAT SUCH AN ADVISORY GROUP COULD BE OF SERVICE=TO- <br />THE COMMISSION IN HELPING REVIEW AND POSSIBLY REVISE OUR EXISTING <br />MOBILE HOME RELATED ORDINANCE, BUT EXPRESSED CONCERN ABOUT THE COUNTY <br />BEING INVOLVED IN ANY WAY IN REGULATING RATE INCREASES. <br />COMMISSIONER SCURLOCK CONCURRED THAT POSSIBLY AN ADVISORY <br />COMMITTEE COULD ASSIST THE COMMISSION IN ADVISING THE PROBLEMS OF THE <br />MOBILE HOME OWNERS AND SUGGESTING AN ORDINANCE TO HELP PROTECT THEIR <br />COMMUNITY, BUT HE HAD A PROBLEM WITH THE COUNTY BEING PLACED IN THE <br />POSITION OF ARBITRATING DISPUTES FOR THE MOBILE HOME COMMUNITIES. <br />COMMISSIONER FLETCHER NOTED THAT THE PROPOSED ORDINANCE WAS <br />PUT TOGETHER FROM ORDINANCES ALREADY ADOPTED IN BROWARD AND RADE <br />COUNTIES AND IT WAS NOT INTENDED TO BE IN ITS FINAL FORM TODAY. <br />DISCUSSION ENSUED IN REGARD TO HAVING A WORKSHOP OR POSSIBLY <br />SETTING UP A STUDY COMMITTEE TO COME UP WITH SOME RECOMMENDATIONS, <br />AND THE ATTORNEY NOTED THAT HISTORICALLY THE COUNTY HAS ESTABLISHED <br />COMMITTEES BY RESOLUTIONS, WHICH CAN BE PASSED AT THE PLEASURE OF THE <br />COMMISSION, RATHER THAN AN ORDINANCE WHICH REQUIRES A PUBLIC HEARING. <br />WALTER CROSBY OF SHADY REST MOBILE HOME PARK TOOK THE FLOOR <br />e <br />AND READ—THE FOLLOWING STATEMENT: <br />My name is Walter H. Crosby and I am a resident of Shady Rest mobile <br />Home Park located on Route 1, in the Roseland area of the county. The park <br />contains 116 mobile homes. <br />The majority of the residents consist of Senior Citizens on fixed <br />incomes who were willing to purchase a mobile home and sacrifice a certain <br />amount of privacy in an attempt to continue -to be self-sufficient. We own <br />our mobile homes and rent lot space. Included in.the rent is water, sewage, <br />garbage, pool, shuffle board courts (2) and Club House. <br />However, we find ours elves.to be victims of escalating rent increases <br />and a reduction of services. <br />During the period from 1974 to $981, our rents will have been increased <br />by 161°x. 'In contrast, the U. S. Department of Labor Consumer Price Index, <br />covering the period from 1974 to September 1980, reflected an increase of <br />
