components of the concurrency management system are Traffic <br />Circulation, Potable Water, Sanitary Sewer, Solid Waste, Drainage, <br />and Park and Recreation. If the review of an individual <br />concurrency determination application indicates that the increased <br />demand attributable to the application would decrease the Level of <br />Service to an unacceptable level for any component, the concurrency <br />determination certificate will not be issued. The Concurrency <br />Management System will consist of a data base which will have <br />updated information regarding supply and demand for each facility <br />within each component of the system. <br />(1) Sanitary Sewer and Potable Water <br />Two types of sanitary sewer and potable water concurrency <br />determinations are hereby established. These are: onsite and <br />centralized. Each concurrency determination application shall <br />be reviewed pursuant to the standards of Chapter 918, Sanitary <br />Sewer and Potable Water Regulations, to determine if the <br />application is subject to connection to a centralized water <br />and sewer system or if on-site facilities may be utilized. <br />For those applications requiring connection to a centralized <br />system based upon the regulations of Chapter 918, concurrency <br />determinations shall meet the criteria of (a) through (d) <br />below. For applications which may utilize on-site facilities <br />based upon Chapter 918, concurrency determinations shall be <br />based upon meeting those requirements established by the <br />Indian River County Department of Environmental Health for on- <br />site facilities. <br />(a) Sanitary Sewer and Potable Water Supply <br />The Sanitary Sewer and Potable Water portion of the <br />Concurrency Management data base will consist of updated <br />information regarding supply and demand for each sanitary <br />sewer or potable water facility. The resulting balance <br />(supply -demand) will constitute the available capacity <br />for each facility. No concurrency determination <br />certificate will be issued when the available capacity <br />is less than demand projected to be generated by a <br />proposed application. <br />For purposes of evaluating concurrency determination <br />applications, the supply (capacity of a facility) shall <br />be determined by adding together: <br />1. the total existing capacity of the facility: <br />a. design capacity of the sanitary sewer treatment <br />plant measured by gallons per day for sanitary <br />sewer facilities; <br />121 <br />
