the provider's commitment and ability to serve the <br />proposed project. <br />5. Septic tanks and private package treatment plants <br />are allowed according to the requirements of the <br />Chapter 918, Sanitary Sewer and Potable Water <br />Regulations. <br />(b) Concurrency Analysis <br />Using the data supplied under Section 910.11(3)(a) above, <br />the county Utilities Department shall evaluate the <br />impacts of the concurrency determination application to <br />determine whether adequate capacity is available, or will <br />be available concurrent with the impacts of the <br />development. In the event that the information described <br />in Section 911.11(3)(a)1. above is not available in its <br />entirety, the required data may be provided by the <br />applicant subject to verification by the County Utilities <br />Department. In the case that development generated <br />demand exceeds the available capacity, the concurrency <br />determination certificate shall be denied. <br />(4) Parks <br />(a) Requirements set forth in this section related to the <br />determination of adequate parks and recreational facility <br />capacity shall only apply to concurrency determinations, <br />or those portions of concurrency determinations, which <br />pertain to residential development. <br />(b) Concurrency determination applications shall be analyzed <br />by the Community Development Department to determine the <br />availability of adequate capacity using the following: <br />1. An inventory of all parks and recreational <br />facilities, including undeveloped park land, owned <br />by Indian River County including, at a minimum, the <br />following data for each facility: <br />a. type of facility (e.g. Regional, Community, <br />Neighborhood or Special Park); <br />b. acreage by type of facility; <br />c. inventory of available recreation activities; <br />d. accessibility and/or development status. <br />2. Project data pertaining to the concurrency <br />determination application under consideration shall <br />be provided by the applicant, subject to <br />verification by the County Community Development <br />142 <br />
