Alarm - A signal, such as a loud noise or flashing light, that <br />warns or alerts. <br />Alarm (Smoke) - Any device which is used in a building or premises <br />for the detection of fire and smoke and which when activated emits <br />a sound, signal, or message to alert others, whether emitted on or <br />off the premises or to the central office of an alarm business. <br />Alarm User - Any person, business, institution or corporation using <br />an alarm or occupying and controlling a premises or building, or <br />a portion of a premises or building, served by an alarm. <br />Alley - A public or private way which affords only a secondary <br />means of access to property abutting thereon and not intended for <br />general traffic circulation. <br />Alter (Alteration) - Any work beyond maintenance of the original <br />condition including additions to an existing system, changes of any <br />part of an existing system to capacities or locations different <br />from those originally constructed, or changes in the rate, volume <br />or timing of discharges. <br />Alteration, Structural - Any change or rearrangement in the <br />supporting members of an existing building, such as bearing walls, <br />columns, beams, girders or interior partitions, as well as any <br />change in doors or windows, or any enlargement to or diminution of <br />a building or structure, whether horizontally or vertically, or the <br />moving of a building or structure from one location to another. <br />Amusement Arcade - A building or part of a building in which five <br />or more pinball machines, videogames, or other similar player - <br />operated amusement devices are maintained. <br />Amusement Park - See Commercial Amusement, Unenclosed. <br />Animal - Generally, any living dumb creature capable of self - <br />locomotion, but if the context requires, may refer to only a dog <br />or cat, or both. <br />Animal Control Authority - Refers to one or more or all of those <br />offices, departments, agencies, groups or individuals, designated <br />by the board of county commissioners of Indian River County to <br />provide a function or service relating to animal control or <br />regulation under the terms of this chapter. <br />Animal Race Track - See Commercial Amusement, Unenclosed. <br />Antenna - Any system of wires, poles, rods, reflecting disc, or <br />similar devices used for the transmission or reception of <br />electromagnetic waves external to or attached to the exterior of <br />any building. <br />Applicant - Any person or his duly authorized representative who <br />submits plans through any county agency for the purpose of <br />obtaining approval thereof. <br />11 <br />
