whether or not the use shall be allowed in the <br />specific zoning district and whether it shall be <br />listed as a permitted use, use requiring an <br />administrative permit, or special exception use. <br />The basis for reviewing unlisted uses shall be the <br />Standard Industrial Classification (SIC) code, which <br />shall be used to determine the general <br />classification of uses. Other factors which may be <br />considered shall be traffic generation volume, type <br />of traffic attracted to and generated by the site, <br />parking requirements, compatibility to surrounding <br />land uses, noise, lighting and visual impacts, hours <br />of operation, intensity of use. The Community <br />Development Director may after review of the <br />criteria herein set forth determine that certain <br />uses are prohibited uses and shall not be allowed <br />in any zoning district. In the event that any use <br />is determined to be a prohibited use, record of the <br />reasons given for that decision shall be kept on <br />file and shall be used as guidelines for subsequent <br />use determinations. <br />3. Appeals of decisions on unlisted uses. Such <br />decisions may be appealed to the Planning and Zoning <br />Commission in conformance with the provisions of <br />Chapter 902, Administrative Mechanisms. <br />(c) Permitted uses. No structure shall be erected, <br />constructed, reconstructed or structurally altered, nor <br />shall any structure or land or combination thereof be <br />used unless the use to which the structure and/or land <br />is to be put is listed in the permitted use section of <br />the applicable zoning district and the use fully complies <br />with all of the applicable district regulations, except <br />for nonconformities as provided in Chapter 904. <br />(d) Accessory uses. <br />No accessory use or structure, as defined in Chapter 901, <br />shall hereafter be constructed, remodeled, established, <br />altered or enlarged unless such accessory use or <br />structure complies with the provisions of Chapter 917, <br />Accessory Uses and Structures. <br />(e) Uses Requiring an Administrative Permit <br />It is the intent of this chapter to allow any use <br />requiring an administrative permit in the appropriate <br />zoning district, provided the criteria established for <br />such use in Chapter 971, Specific Land Use Criteria, are <br />satisfied and such use is reviewed and approved pursuant <br />to the procedures of Chapter 914, Site Plan. <br />152 <br />
