BARTON, FINANCE OFFICER <br />RE': Reason for increase on Insurance Budget <br />The insurance carrier renewed our policy and billed the Arden -Waddell <br />Insurance Agency who paid the premium on our behalf a year in advance. <br />Once the policy was received and we were asked for reimbursement, 1 <br />refused to pay the amount for the Emergency verhicles. It is necessary <br />for us to pay the premium to Arden -Waddell because the refund from the <br />cmnpany will come to Indian River County. <br />ON MOTION BY COMMISSIONER WODTKE, SECONDED BY COMMISSIONER <br />SCURLOCK, THE BOARD UNANIMOUSLY APPROVED THE BUDGET AMENDMENT FOR <br />THE EMERGENCY VEHICLES INSURANCE PREMIUM, AS FOLLOWS: <br />ACCOUNT TITLE ACCOUNT N0. INCREASE DECREASE <br />AUTOMOTIVE INS. 001-107-526-34.51 $10,500 <br />RESERVE FOR <br />CONTINGENCIES 001-199-513-99.91 <br />$10,500 <br />SHERIFF DOBECK ARRIVED AT THE MEETING AT 9:00 O'CLOCK A.M. <br />AND THE BOARD RESUMED DISCUSSION OF HIS ITEMS ON THE CLERK'S AGENDA. <br />CHAIRMAN LYONS STATED THAT IT WAS NOTED THE RADIO EQUIPMENT <br />y <br />WAS ORDERED PRIOR TO TRANSFER OF FUNDS. <br />SHERIFF DOBECK STATED THAT THE REASON THE EQUIPMENT WAS ORDERED <br />WAS THAT IT TAKES APPROXIMATELY 6 TO S WEEKS TO OBTAIN THE EQUIP- <br />MENT. HE ADDED THAT AT THE PRESENT TIME THEY ARE OPERATING 2 <br />WALKIE-TALKIES BETWEEN 5 MEN, WHICH IS PRESENTING A PROBLEM. THE <br />RADIO EQUIPMENT IS NOT A BID ITEM, THE SHERIFF ADVISED, AND NOTED <br />THAT IT IS A STATE PRICE THAT IS OFFERED TO ALL AGENCIES. SHERIFF <br />DOBECK ADDED THAT THERE IS NO OBLIGATION AND THE ORDER COULD BE <br />CANCELLED, <br />COMMISSIONER WODTKE REPORTED THAT HE RECENTLY ATTENDED A <br />MEETING IN TALLAHASSEE WHERE THE SUBJECT OF LIABILITY OF THE BOARD <br />OF COUNTY COMMISSIONERS WAS STRESSED. HE ADDED THAT IT IS UNLAWFUL <br />FOR THE BOARD TO EXCEED BUDGETARY FUNDS; IN THIS CASE, THE BOARD IS <br />BEING ASKED TO TRANSFER FUNDS FROM THE MUNICIPAL SERVICE FUND AND <br />NOT FROM THE SHERIFF'S BUDGET - THAT IS THE PROBLEM. <br />12 <br />-I <br />
