ATTORNEY GREEN THEN MADE THE FOLLOWING RECOMMENDATIONS: <br />1, THAT THE COUNTY ENFORCE THEIR ORDINANCE WHICH CALLS FOR NO MORE <br />THAN FOUR UNITS PER ACRE ON SEPTIC TANK AND WELLS, <br />2. THAT THE COUNTY REZONE THE SUBJECT PROPERTY TO R-1 TO CONFORM <br />WITH BOTH MASTER PLANS. <br />3, THAT THE COUNTY REQUIRE PAVED ACCESS TO OLD DIXIE HIGHWAY IN ORDER <br />TO EASE THE AMOUNT O� TRAFFIC ON 8TH STREET. <br />4, THAT THE COUNTY REQUIRE A BUFFER ZONE WITH SOLID FENCE AND LAND- <br />SCAPING ALONG THE WESTERN BOUNDARY OF THE PROPOSED SUBDIVISION. <br />ATTORNEY PALMER DENIED THAT MR. ZORC MISLED ANYONE AS TO <br />THE PROPOSED USE OF THE PROPERTY; HE STATED THAT THE OBJECTION RE POLLU- <br />TION'IS PURE SPECULATION; HE DOUBTED THE COUNTY HAS THE AUTHORITY TO <br />REQUIRE A FENCE AND FELT DISCUSSION OF BUFFER ZONE WOULD BE MORE <br />APPROPRIATE AT TIME OF SITE PLAN APPROVAL; AND HE NOTEb THAT MR. ZORC <br />HAS AGREED TO PAVE THE ACCESS TO OLD DIXIE AND WILL PUT THIS ON THE PLAT, <br />CHAIRMAN LYONS WISHED TO LIMIT THE DISCUSSION TO THE PRE- <br />LIMINARY PLAT APPROVAL BECAUSE WE ARE NOT IN A POSITION TO PREJUDGE <br />THE SITE PLAN APPROVAL. HE POINTED OUT THAT THE QUESTION OF ACCESS <br />DOES RELATE TO PLAT APPROVAL AND THE DEVELOPER HAS INDICATED HE WILL <br />PAVE THE ACCESS TO OLD DIXIE. <br />COMMISSIONER SCURLOCK FELT IT IS MORE COMPLEX THAN THAT AND <br />NOTED THAT THE ORDINANCE BOOK TALKS ABOUT LOOKING AT THE SURROUNDING <br />PROPERTY, THE OVERALL PICTURE, DRAINAGE, ETC. HE AGREED THERE IS A <br />TENDENCY TO CONFUSE ITEMS THAT PROPERLY SHOULD BE ADDRESSED AT SITE <br />PLAN APPROVAL, BUT CONTINUED THAT HE HAS SIGNIFICANT PROBLEMS WITH <br />OUR PROCEDURES AND WE ARE IN THE PROCESS OF CHANGING SOME OF THEM, <br />HE FELT THE FACT, HOWEVER, IS THAT AT THIS POINT THE EXISTING PROCEDURES <br />ALL SEEM TO HAVE BEEN MET AND THE TECHNICAL ADVISORY 'COMiMITTEE HAS <br />GIVEN ITS STAMP OF APPROVAL. <br />ATTORNEY GREEN AGAIN STRESSED THAT UTILITY DIRECTOR LINER <br />- HAD BEEN LED TO BELIEVE THAT THIS WOULD BE SINGLE FAMILY DEVELOPMENT, <br />AND WAS VERY SURPRISED WHEN HE RECEIVED MR. ZORC`S LETTER OF DECEM- <br />BER 9TH STATING THAT THEY INTENDED TO HAVE 28 HALF ACRE LOTS EACH <br />ACCOMMODATING THREE OR FOUR APARTMENTS, EACH WITH TWO BEDROOMS. <br />BASED ON THAT, ATTORNEY GREEN URGED THAT THE COMMISSION SEND THIS <br />MATTER BACK TO THE TECHNICAL REVIEW COMMITTEE TO BE RECONSIDERED PRIOR <br />TO APPROVAL.
