DISCUSSION FOLLOWED ALONG THOSE LINES. <br />MR. KELTON REVIEWED THE FOLLOWING; EQUIPMENT SAFETY; <br />COMMUNICATIONS; DELEGATION OF AUTHORITY AND RESPONSIBILITY; CHAIN <br />OF COMMAND AND MANAGEMENT; AND THE EQUIPMENT MAINTENANCE PARTS ROOM, <br />HE SUGGESTED PUTTING THE ENTIRE VEHICLE MAINTENANCE PROGRAM ON THE <br />COMPUTER. FINALLY, MR. KELTON RECOMMENDED A 4 DAY, 40 HOUR WORK WEEK <br />FOR THE ROAD AND BRIDGE OPERATIONS. <br />ADMINISTRATOR NELSON FELT THE 4 DAY, 40 HOUR WORK WEEK <br />HAD GOOD MERIT IF IT COULD BE DEVELOPED WITH THE PROPER SUPERVISORS. <br />DISCUSSION ENSUED ABOUT THE 4 DAY, 40 HOUR WORK WEEK <br />POSSIBILITIES. <br />ADMINISTRATOR NELSON HOPED TO BE ABLE TO IMPLEMENT THE <br />REORGANIZATION PRIOR TO BUDGET HEARINGS, AND MAKE THE TRANSITION <br />WITHOUT ANY ADDITIONAL PERSONNEL OR EQUIPMENT. <br />MOTION WAS MADE BY COMMISSIONER BIRD, SECONDED BY COMMISSIONER <br />SCURLOCK, THAT THE BOARD ACCEPT THE INTERIM REPORT - PUBLIC WORKS. <br />DISCUSSION FOLLOWED REGARDING THE CHAIN OF COMMAND, AND IT <br />WAS NOTED THAT THE ADMINISTRATOR WOULD BE THE ONE TO CONTACT WHEN THERE <br />IS SOMETHING TO BE DONE; OTHERWISE, IT WOULD BE INTERFERING WITH THE <br />CHAIN OF COMMAND. <br />MR. KELTON NEXT WILL BE WORKING ON THE AUTHORITY FOR THE <br />ADMINISTRATOR, AND REFERRED TO A "NON-INTERFERENCE CLAUSE" IN THE <br />STATE STATUTES WHICH COVERS THIS. <br />ATTORNEY COLLINS INTERJECTED THAT AN ORDINANCE OUTLINING <br />THE DUTIES OF THE COUNTY ADMINISTRATOR IS NEEDED PRESENTLY. <br />COMMISSIONER FLETCHER CALLED FOR THE QUESTION. IT WAS <br />VOTED ON AND CARRIED UNANIMOUSLY. <br />ADMINISTRATOR NELSON COMMENTED THAT HE WOULD LIKE TO COME <br />BACK TO THE BOARD WITH A RECOMMENDATION FOR IMPLEMENTATION OF THIS <br />PLAN. <br />THE DISCUSSION THEN TURNED TO THE PROBLEM OF REDUCING THE <br />MEETING TIME FOR THE BOARD, AND OF THE AGENDA PREPARATION. IT WAS <br />DETERMINED THAT MR. KELTON WILL WORK ON THIS MATTER AND COME BACK TO <br />JAN 28 1981 <br />17 <br />
