MR. HARRIS HAD IN THE COUNTY, AND MR. HARRIS RESPONDED THAT HE HAD <br />FIVE OR SIX OF THEM. <br />ON MOTION BY COMMISSIONER WODTKE, SECONDED BY COMMISSIONER <br />BIRD, THE BOARD UNANIMOUSLY AGREED TO CLOSE THE PUBLIC HEARING. <br />THE BOARD THEN CONSIDERED ALL THAT HAD BEEN PRESENTED. <br />COMMISSIONER FLETCHER FELT THE BIGGER CONCERN HERE TODAY <br />WAS THE BASIC RIGHTS OF PEOPLE TO COMPETE IN BUSINESS. <br />MOTION WAS MADE BY COMMISSIONER FLETCHER THAT THE BOARD <br />GRANT THE FRANCHISE TO HARRIS SANITATION, INC. <br />THE MOTION DIED FOR LACK OF A SECOND. <br />COMMISSIONER WODTKE EXPLAINED THAT HE BELIEVED IN THE FREE <br />ENTERPRISE SYSTEM AND THE RIGHT TO DO BUSINESS; HOWEVER, THEY WERE <br />DEALING IN A SERVICE THAT IS PRESENTLY IN THE COUNTY. HE PERSONALLY <br />COULD NOT UNDERSTAND WHY WASTE MANAGEMENT, INC., WITH FIVE OR SIX <br />ROLL -OFF CONTAINERS, WOULD WANT TO COME TO THIS COUNTY TO PICK UP <br />CONSTRUCTION MATERIAL. COMMISSIONER WODTKE FELT THE SERVICE THAT <br />HAS BEEN RENDERED BY THE LOCAL PEOPLE WAS ADEQUATE. <br />MOTION WAS MADE BY COMMISSIONER WODTKE, SECONDED BY COM- <br />MISSIONER SCURLOCK, FOR THE BOARD TO DENY THE FRANCHISE SINCE THERE <br />WAS NOT A NEED DEMONSTRATED FOR THIS SERVICE IN THE COUNTY. <br />COMMISSIONER BIRD STATED HE WOULD SUPPORT THE MOTION BUT <br />HE FELT THERE WAS AN INTERIM PERIOD WHEN RURAL SANITATION SHOULD HAVE <br />PROVIDED THIS SERVICE, AND HE HOPED THAT IN THE FUTURE THEY WOULD BE <br />MORE PROGRESSIVE. <br />DISCUSSION ENSUED, <br />THE CHAIRMAN CALLED FOR THE QUESTION. IT WAS VOTED ON AND <br />CARRIED WITH A VOTE OF 4 TO 1, WITH COMMISSIONER FLETCHER VOTING IN <br />OPPOSITION. <br />ATTORNEY COLLINS EXPRESSED CONCERN ABOUT THE REASONS GIVEN <br />FOR NOT APPROVING THE FRANCHISE. HE FELT THE "NEED" WOULD BE ONE <br />REASON, AND WONDERED IF OTHER REASONS SHOULD BE ELABORATED. <br />n <br />
