The first and second low bidders did not meet specifications, therefore, <br />on the cash purchase, the Bid Committee would be required to recommend <br />the high bidder, Kelly Tractor, who met all specifications. <br />5. Bid #70 was for the total cost concept,of bidding. Six bids were sent ' <br />out and one bid was received. This committee, after careful study and <br />evaluation, must recommend the Board award this bid to Kelly Tractor <br />using the total cost approach for the following reasons: <br />Total Net Cost to the County after 5000 hours or 5 years <br />would be $39,856.00 <br />*Guaranteed value of the Caterpillar after 5000 hours or <br />5 years would be $72,189.00 <br />*This guaranteed value after 5 years or 5000 hours of operation <br />exceeds the new cost of the other bidders equipment, i.e. <br />Galion - $71,200.00 Hubert - $62,448.50 <br />The Galion and the Hubert would not submit a bid for total cost, there- <br />fore raising a doubt in the Committee's minds of the quality of their <br />product. We telephou.�d these companies and the only reply received was <br />The total cost system requires "too much paper work". The Committee <br />feels because of the large amount of money involved, the "paper work" <br />would be worth it. This "paper work" really consists of maintaining <br />an accurate cost record of all repairs, and requiring that our Vehicle <br />Repair Department maintain a good preventative maintenance program. <br />6. Road & Bridge Account #102-214-541-66.43 will be charged for this <br />grader. <br />7. St. Lucie County and Martin County both use the total cost bidding <br />procedure and are satisfied with it. Recommendations for this system <br />from Lester E. Scherer, Martin County, and from St. Lucie County <br />Administrator Weldon B. Lewis are attached. <br />Neil A. Nelson <br />COMMISSIONER SCURLOCK NOTED THAT THE ITEMS LISTED REQUIRE <br />AN EXPENDITURE OF ABOUT $32,000. <br />ADMINISTRATOR NELSON EMPHASIZED THAT THOSE ITEMS ARE VERY <br />SIGNIFICANT IN OUR OPERATION AND BELIEVED THAT THE CATERPILLAR TRACTOR <br />WILL BE WORTH MORE IN FIVE YEARS THAN THE OTHERS. HE EXPRESSED GREAT <br />INTEREST IN TRYING THE TOTAL COST CONCEPT WHICH HAS BEEN USED SUCCESS- <br />FULLY IN ST. LUCIE COUNTY FOR TEN YEARS. <br />40 <br />
