Gentlemen, in closing, I would never intentionally place any undue <br />expense or burden on the Commission or the people of Indian River County <br />through improper spending or fatty budgeting. I can only stress that <br />through proper planning and budgeting we can avoid such problems in the <br />future. In order to keep the Commissioners and the people of Indian River <br />County free of morale as well. as civil burden, I am hoping the Commission will <br />agree with the immediate need and urgency of our problem and unanimously <br />support our proposals as presented and help us correct these deficiencies as <br />soon as possible. <br />Respectively, <br />R.T. "TIM" DOBECK, Sheriff j <br />Indian River County <br />CHAIRMAN LYONS INQUIRED WHAT THE COST WOULD BE TO OBTAIN <br />AN ADEQUATE FIRE ESCAPE. <br />ADMINISTRATOR NELSON REPORTED THAT ONE FIRE ESCAPE COULD <br />BE REPAIRED AT A COST OF $300; AND TO CONSTRUCT AN ENCLOSED FIRE <br />ESCAPE, IT WOULD COST APPROXIMATELY $4,000 OR $5,000. <br />ON MOTION BY COMMISSIONER WODTKE, SECONDED BY COMMISSIONER <br />SCURLOCK, THE BOARD UNANIMOUSLY AUTHORIZED THE ADMINISTRATOR TO <br />REPAIR THE FIRE ESCAPE, WITH FUNDS NOT TO EXCEED $300, TO BE USED FROM <br />THE JAIL MAINTENANCE ACCOUNT; AND BRING BACK A RECOMMENDATION TO THE <br />BOARD FOR THE SECOND FIRE ESCAPE. <br />CHIEF DEPUTY RAYMOND NEXT DISCUSSED THE HIRING OF FEMALE <br />PERSONNEL, AND SEVERAL SUGGESTIONS WERE CONSIDERED BY THEIR DEPART— <br />MENT: IMMEDIATELY HIRE A SUFFICIENT STAFF OF CORRECTIONAL OFFICERS; <br />FARM OUT FEMALE PRISONERS; OR RELEASE ALL FEMALE INMATES NOW HOUSED <br />IN THE JAIL. THE LAST TWO SUGGESTIONS WERE DISCARDED, AND HE DETERMINED <br />THAT THE ONLY FEASIBLE ANSWER WOULD BE TO HIRE SIX FULL TIME MATRONS — <br />$52,489.44 WOULD BE NEEDED FOR THE REMAINDER OF THE FISCAL YEAR TO <br />COVER THEIR SALARY AND UNIFORMS. CHIEF DEPUTY RAYMOND COMMENTED <br />THAT THE MATRONS COULD ALSO HANDLE THE PAPERWORK. "HE STRESSED THAT <br />IN ORDER TO COMPLY WITH STATE REGULATIONS, THERE WAS A TRAINING <br />PERIOD FOR THE INDIVIDUALS. <br />LENGTHY DISCUSSION ENSUED REGARDING THE DUTIES AND <br />RESPONSIBILITIES OF THE MATRONS. <br />FEB 25 1981 24 6o DK. 45., F -AGE S64 <br />
