February 25, 1981 <br />Mr. Dick Bird <br />County Commissioners <br />Indian River County <br />Vero Beach, Fla. 32960 <br />Dear Dick: <br />After considerable deliberation I have reached the conclusion <br />that I should withdraw my name from nomination to the Planning <br />and Zoning Board. I regret that my nomination has created the <br />amount of controversy that it has and apologize for any <br />embarrassment to you. <br />In my opinion, the Planning and Zoning Board should represent <br />a cross section of all the citizens of the county and should <br />not be unduly influenced by any special interest groups. I <br />felt that I was a person of integrity, with a tremendous amount <br />of working knowledge of the area and of the function of the <br />Planning and Zoning. I felt it extremely unfair that I be <br />labeled as "Realtor" and bad without the opportunity to express <br />my philosophy and feelings about our county and its future. <br />I do not endorse "high density" or "rapid growth". I chose this <br />community for its unique character and fully intend to do <br />everything in my power to see that the quality of life we enjoy <br />is maintained. <br />I hope you understand that my withdrawal is done with considerable <br />thought and some amount of hurt personal pride at not being <br />given an opportunity to present my views to those bodies opposed <br />to my nomination. I will continue to work to serve this county, <br />as I have done in the past, from a non -official position. <br />Thank you for your consideration in this matter. <br />yours, <br />Hal l <br />COMMISSIONER BIRD STATED THAT HE WILL CONTINUE TO FIND <br />NAMES TO SUBMIT AND FELT IT IS VERY IMPORTANT TO SEAT SOMEONE ON THIS <br />BOARD AS SHORTLY AS POSSIBLE. <br />COMMISSIONER SCURLOCK FELT STRONGLY THAT THE PRESENT PROCEDURE <br />FOR APPOINTMENT TO ALL OF OUR BOARDS IS LACKING. HE SUGGESTED THAT <br />EACH COMMISSIONER SHOULD RECEIVE ALL THE RESUMES SAND CONDUCT PERSONAL <br />INTERVIEWS, WHICH PROCEDURE HE HAD FOUND EFFECTIVE IN HIS PAST GOVERN— <br />MENTAL EXPERIENCE WITH THE CITY; THEY HAVE ALWAYS OPERATED UNDER THAT <br />PROCEDURE, AND HE STRONGLY URGED THAT THE COMMISSION RECONSIDER ITS <br />PRESENT POLICY. <br />80 Book 45 ?Ac -E -920 <br />FEB 251981 <br />
