DISCUSSION FOLLOWED AS TO THE RESPONSIBILITIES OF THE <br />PUBLIC WORKS DIRECTOR, AND MR. KELTON EXPLAINED THAT HE WOULD BE <br />COORDINATING FIVE TO SIX DIVISIONS - UTILITIES - ROAD & BRIDGE - <br />ENGINEERING - LANDFILL - FUEL - MAINTENANCE - AND BASICALLY ASSUMING <br />A GOOD DEAL OF THE DETAIL WORK THE ADMINISTRATOR HAS BEEN HANDLING. <br />AS A RESULT OF THE RECENT CHANGE IN STAFF, THEY FEEL THIS POSITION <br />SHOULD BE CREATED NOW SO THE PUBLIC WORKS DIRECTOR CAN ASSUME THOSE <br />DUTIES AS QUICKLY AS POSSIBLE. <br />COMMISSIONER SCURLOCK AGREED THERE SHOULD BE BOTH A PUBLIC <br />WORKS DIRECTOR AND ASSISTANT COUNTY ADMINISTRATOR BECAUSE THE DIVISION <br />OF THOSE DUTIES ARE SIGNIFICANTLY DIFFERENT TO REQUIRE TWO PEOPLE. <br />COMMISSIONER WODTKE EXPRESSED CONCERN THAT MORE THAN HALF <br />OF THE POSITIONS WE HAVE CREATED IN THE LAST YEAR HAVE BEEN DIRECTOR S <br />POSITIONS. HE HAD NO PROBLEM WITH ADDRESSING THE POSITION OF ASSISTANT <br />ADMINISTRATOR NOW, BUT PREFERRED TO LOOK AT THE TOTAL PICTURE AT <br />BUDGET TIME BEFORE CREATING THE POSITION OF PUBLIC WORKS DIRECTOR. <br />DISCUSSION FOLLOWED REGARDING THE MOTION ON THE FLOOR WHICH <br />DOES NOT SPECIFICALLY MENTION THE ASSISTANT ADMINISTRATOR, AND THE <br />ADMINISTRATOR POINTED OUT THAT THE POSITION OF ASSISTANT COUNTY <br />ADMINISTRATOR HAS BEEN AUTHORIZED PREVIOUSLY. <br />DISCUSSION CONTINUED AS TO THE NEED FOR A PUBLIC WORKS <br />DIRECTOR, WITH THE CHAIRMAN AND COMMISSIONER SCURLOCK STRESSING THE <br />GROWTH OF THE COUNTY, THE EXPANDING COUNTY UTILITY FUNCTION, THE <br />INCREASE IN SUBDIVISIONS, SITE PLANS, ETC., AND THE POSSIBLE SAVINGS <br />TO BE EFFECTED IN THE LONG RUN BY HAVING THE PROPER STAFF TO HANDLE <br />THE WORK MORE EFFICIENTLY. <br />ADMINISTRATOR NELSON CONFIRMED THAT BECAUSE OF THE DYNAMIC <br />CHANGE THE COUNTY IS FACING, IT IS EXTREMELY DIFFICULT TO KEEP PACE <br />WITH THE DEMANDS CREATED BY THE REVAMPING OF THE COMMISSION AGENDA <br />AND THE ADDITIONAL WORK CREATED BY PREPARING FOR A MONTHLY WORKSHOP <br />MEETING, PLUS THE NUMEROUS OTHER WORKSHOP MEETINGS PRESENTLY SCHEDULED. <br />THE CHAIRMAN CALLED FOR THE QUESTION. IT WAS VOTED ON AND <br />CARRIED 3 TO 2, WITH COMMISSIONERS WODTKE AND FLETCHER VOTING IN <br />OPPOSITION. <br />MAR 111981 33 46 PAGE 33 <br />
