Lyons, Chairman <br />Indian River County Board of <br />County Commissioners <br />Vero Beach, Florida 32960 <br />Re: Rumored "Fire Service Assessment" <br />Dear Mr. Lyons: <br />March 11, 1981 <br />It has just come to the attention of our Board of Governors that <br />the Board of County Commissioners will consider at its meeting this <br />date the levying of an assessment against all current South Beach resi- <br />dents which would, in effect, finance the extension of water service to <br />future residents of that area. <br />If this rumor is correct, our Board, which represents some 400 <br />property owners in the South Beach now and will eventually represent in <br />excess of 1,000 such residents, wishes to file this protest against such <br />action. <br />Our reasons for filing this protest are basic: <br />.1. We resent the clandestine nature of the proposition <br />whereby an assessment of a significant amount is intended to <br />be levied without adequate notice to the concerned property <br />owners. <br />2. As a result of the County Commissioners "failure to <br />give notice", the taxpayers who we represent, as well as our <br />Board, are in no position to understand the rationale behind <br />the tax (or assessment). Had we been given adequate notice <br />and information, as well as time to study the proposition, we <br />might well have had no objection to it. However, until we <br />obtain such information and the opportunity to evaluate the <br />basis for and fairness of the proposed action, we feel we <br />must record our strenuous objection. <br />Accordingly, the Board of Governors of Moorings of Vero 'roperty <br />Owners Association, speaking on hc­,ilf of its membership, r:i;"e; to go on <br />record as being opposed to any ac —,on by the Board or Count, �;,ra„issioners <br />on the rumored "Fire Service Assessment" at this time. <br />Your1,11 very tri l_, , <br />Kallman Nashner, President <br />
