DEPUTY CLERK HARGREAVES SWORE IN ANTHONY HARVEY, 604 5TH <br />STREET SW, WHO EXPRESSED CONCERN ABOUT THE POSSIBILITY OF PUTTING IN <br />A LARGE NUMBER OF SEPTIC TANKS ON THESE SMALL LOTS AND ALSO BECAUSE <br />OF THE IMPACT IT MIGHT HAVE ON THE EXISTING WELLS,IN OSLO. HE FELT <br />THAT IF THE PEOPLE PRESENT WERE JOHNS ISLAND RESIDENTS, THE BOARD <br />WOULD GIVE THEM AN ANSWER TONIGHT. <br />CHAIRMAN LYONS ASSURED MR. HARVEY THAT THE BOARD IS NOT <br />STALLING, BUT IS TRYING TO BRING THIS MATTER TO A HEAD AND DETERMINE <br />WHAT IS THE MOST RESPONSIBLE THING TO DO TO CURE THIS SITUATION. <br />HE POINTED OUT THAT UNTIL TONIGHT THE THREE NEW COMMISSIONERS WERE <br />NOT PRIVILEGED TO KNOW ALL THE HISTORY OF THIS PROBLEM, AND THIS <br />MEETING HAS BEEN VERY HELPFUL. AS TO THE SEPTIC TANK QUESTION, THAT <br />WOULD HAVE TO BE ADDRESSED BY THE HEALTH DEPARTMENT AND THE DER. <br />DR. FLOOD REPORTED THAT THIS PARTICULAR AREA IS ON THE <br />RIDGE SO THAT SEPTIC TANKS WILL WORK, AND MOST OF THE HOMES ARE SMALL <br />ENOUGH THAT THE MINIMUM TANK WOULD BE FINE. HE FELT THE POSITIONING <br />OF THE SEPTIC TANKS COULD BE DONE SO THEY WILL NOT CONTAMINATE <br />PROPERLY LOCATED WELLS, BUT IF THERE ARE ILLEGAL UNPERMITTED WELLS <br />IN THE AREA, THAT IS ANOTHER MATTER. <br />DEPUTY CLERK HARGREAVES SWORE IN RAY SCENT, 1675 IST COURT. <br />MR. SCENT SPOKE FROM THE STANDPOINT OF BEING A REAL ESTATE AGENT WHO <br />HAS SOLD MANY OF THESE RESIDENTS THEIR HOMES. HE NOTED THIS PROBLEM <br />IS AFFECTING PROPERTY VALUES, AND HE OBJECTED TO THE COUNTY PUTTING <br />THESE PEOPLE IN A POSITION WHERE THEY WOULD HAVE TO EXPEND $600-$700 <br />TO PUT IN SEPTIC TANKS. MR. SCENT POINTED OUT THAT WITH THAT AMOUNT <br />OF MONEY, THEY COULD FORM A COOPERATIVE AND BUY MR. SALTER OUT <br />THEMSELVES, MR. SCENT CONTINUED THAT MR. SALTER APPARENTLY IS WILLING <br />TO SPEND MONEY ON THIS SYSTAM, AND HE DID NOT UNDERSTAND WHY THE <br />COUNTY COULD!NOT EITHER GIVE MR. SALTER A GUARANTEE THAT HE WOULD BE <br />ALLOWED TO REMAIN IN BUSINESS A CERTAIN NUMBER OF YEARS OR ELSE STATE <br />THAT HE WILL BE PAID A CERTAIN AMOUNT FOR THE SYSTEM. <br />19 Boox 46 pmuF .82 <br />
