HE HAS NO PERSONAL INFORMATION THAT THIS IS ACTUALLY SO, AND HE HAD <br />QUESTIONED .JOE MICHAELS, LONGTIME RESIDENT OF THIS AREA, WHO HAD <br />STATED THAT TO HIS KNOWLEDGE THIS PROPERTY WAS NOT USED AS A STUMP <br />DUMP FOR .JOHN'S ISLAND SINCE 1971. MR. CLARK CONTINUED THAT THE <br />MINUTES OF THE TECHNICAL REVIEW COMMITTEE REFLECT A STATEMENT THAT <br />IT WAS UNFAIR AND UNNECESSARY TO INCLUDE SUCH A STATEMENT ON THE PLAT, <br />IN ADDITION, TESTING CARRIED OUT BY THEIR ENGINEERS HAS NOT INDICATED <br />THE PRESENCE OF A STUMP DUMP, <br />COMMISSIONER FLETCHER STATED THAT HE KNEW FOR A FACT THAT <br />AT LEAST LOTS 7 THROUGH 11 WERE FILLED WITH A COMBINATION OF DIRT, <br />LOGS AND DEBRIS. <br />CONSIDERABLE DISCUSSION ENSUED AS TO WHETHER TO RETURN THE <br />$10,000 IN ESCROW FOR PAVING THE ROAD. ADMINISTRATOR NELSON NOTED <br />THAT MASSEY"ROAD IS A BEAUTIFUL SPOT QUITE SIMILAR TO .JUNGLE TRAIL <br />WHICH WE HAVE NEVER PAVED. HOWEVER, IN ORDER TO PROVIDE SOME DRAINAGE, <br />THE ADMINISTRATOR FELT WE SHOULD HAVE THE ENGINEER OF RECORD DESIGN <br />AND INSTALL CULVERTS AND GIVE THEM THE $10,000 -BACK. <br />ATTORNEY CLARK BELIEVED FROM THE STANDPOINT OF THE DEVELOPER <br />AND REMARKS MADE BY PROSPECTIVE BUYERS, THAT THERE IS NO GREAT <br />MOTIVATION FOR A PAVED ROAD, AND THAT THEY WOULD LIKE THE TREES TO <br />REMAIN.THERE. <br />COMMISSIONER BIRD POINTED OUT THAT PROPER DRAINAGE IS ONE <br />OF THE REQUIREMENTS OF THE PLAT, AND WHILE HE DID NOT WANT TO PAVE <br />THE ROAD AND PREFERRED TO KEEP THE PINE TREES, HE FELT WE SHOULD <br />KEEP THE $10,000 IN ESCROW FOR WHAT MAY ARISE IN THE FUTURE. <br />OWNER RICK BEUTTELL COMMENTED THAT THIS IS THE SECOND OR <br />THIRD TIME THEY HAVE HAD TO COME BEFORE THE BOARD, AND EVERY TIME <br />THEY GET A NEW SET OF RULES.
