Nelson, <br />County Administrator <br />SUBJECT: Preliminary Plat Application <br />Oak Tree Estates Subdivision - <br />Approx. 10 Acres Containing 16 <br />Lots - Location: South of S.R. <br />60, West of King's Highway <br />Owner: Eugene L. Schultz <br />REFERENCES: <br />DESCRIPTION AND CONDITIONS <br />The subject Preliminary Plat application has been reviewed by the Technical <br />Review Committee on March 10, 1981. The T.R.C. recommended approval subject <br />to the following: <br />1. Indian River Farms Water Management District and D.O.T. granting appropriate <br />permits for culverts. In addition, the developer is prohibited from removing <br />".plug" in the Indian River Farms Water Management District canal. <br />2. Approval by the County Engineer of details of side lot easements and drainage <br />ditch details. <br />3. The provision of a 75 -foot setback on S.R. 60 in accordance with ordinance. <br />4. The cul-de-sac be replaced with road/T-turn around to connect with the future <br />extension of 18th Street. Escrow money for the paving of a half -road on the <br />future 18th Street right-of-way. <br />ALTERNATIVE AND ANALYSIS <br />The applicant has complied with all items except (4) above. Although a 30' wide <br />R.O.W. at the south end of the development has been shown for dedication, the cul- <br />de-sac design prohibits connection in the future. This design, therefore, is not <br />in conformance with Section 4, Paragraph 1. (C) of the Subdivision Ordinance #75-3, <br />which states that "the arrangement of streets in new subdivisions shall be such to <br />facilitate and coordinate with the desirable future platting of adjoining unplatted <br />property........" The applicant has agreed to provide escrow funds for paving <br />half a road along 18th Street. to the south. <br />RECOMMENDATION -AND FUNDING <br />Based on the foregoing discussion, staff recommends,approval with the provision of <br />access for future connection of Oak Lane and 18th Street: <br />There are no funding considerations for this item. <br />APPROVED AGENDA ITEM <br />FOR April 1, 1981 <br />NAN:ms <br />ADMINISTRATOR NELSON NOTED THAT ROUTE 60 IS TO THE NORTH <br />OF THE SUBJECT PROPERTY AND INDIAN RIVER COMMUNITY COLLEGE PROPERTY <br />IS IN THE BACK. THE ONLY PROBLEM THEY SEE IN THE SUBDIVISION IS <br />THAT AT SOME DATE THERE SHOULD BE A PUBLIC ROAD GOING BEHIND THE <br />PROPERTY. THE ONLY INGRESS AND EGRESS FOR THE SUBDIVISION IS ON <br />
