APR 15 1981 <br />066 <br />ATTORNEY STEVE HENDERSON CAME BEFORE THE BOARD REPRESENTING <br />THE APPLICANT, MR. & MRS. DORAN. HE EXPLAINED THAT THE PORTION OF <br />THE PROPERTY TO BE REZONED IS COMPOSED OF 8.1 ACRES AND THE REMAINDER <br />COMPRISES ABOUT 9 ACRES. THE DORANS HAVE DISCOVERED THAT THEY HAVE <br />ABOUT FIVE ACRES LESS THAN THEY ORIGINALLY THOUGHT THEY HAD IN THE <br />R-3 AREA AND ARE DOWN TO A MAXIMUM BUILD -OUT OF ABOUT 186 UNITS, <br />WHICH IS SUBSTANTIALLY LOWER THAN ANTICIPATED. WHILE THEY ORIGINALLY <br />APPLIED FOR R-3 TO MAKE THE PROPERTY CONSISTENT, THEY ARE WILLING TO <br />GO TO THE 8 UNITS UNDER R -2B. ATTORNEY HENDERSON NOTED THAT THIS <br />PROPERTY COULD BE DEVELOPED AS COMMERCIAL UNDER THE PRESENT ZONING, <br />BUT THE DORANS DO NOT WANT TO GO INTO COMMERCIAL DEVELOPMENT. HE <br />BELIEVED THE DENSITY WOULD AVERAGE OUT TO ABOUT 10.5 PER ACRE BETWEEN <br />THE TWO PARCELS. IN REGARD TO SEWER AND WATER, ATTORNEY HENDERSON <br />STATED THAT --THEIR PLANS ARE IN THE HANDS OF BEINDORF & ASSOCIATES, <br />AND THEY INTEND TO LOCATE SEWER AND WATER FACILITIES ON THE SOUTH- <br />WEST CORNER ACRE OF THE PROPERTY. THEY HAVE ATTEMPTED TO NEGOTIATE <br />WITH GENERAL DEVELOPMENT AS TO THE POSSIBILITY OF TAPPING INTO THEIR <br />FACILITIES. <br />ENGINEER JAMES BEINDORF REPORTED THAT ALTHOUGH THEY HAVE <br />NOT YET GOTTEN INTO THE ACTUAL ENGINEERING, THEY DID SOME INVESTIGA- <br />TION O.THE SHALLOW AQUIFER TO THE SOUTH OF THIS PROPERTY 4 OR 5 <br />YEARS AGO, AT WHICH TIME IT WAS INDICATED THAT THE SHALLOW WATER <br />AQUIFER WOULD BE TREATABLE WITH LIME SOFTENER. HE DID NOT ANTICIPATE <br />ANY PROBLEM WITH THE SEWER. <br />COMMISSIONER FLETCHER BROUGHT UP THE FACT THAT THIS IS IN <br />A FLOOD PLAIN AREA. HE WISHED TO KNOW IF THE LAKE ON THE PROPERTY <br />� <br />WILL FLOW TO THE RIVER AND HOW THEY PLAN TO DEVELOP THE PROPERTY, <br />MR. DORAN REPLIED THAT THEY WILL CREATE THE PROPER ELEVATION <br />TO COMPLY WITH THE FLOOD PLAIN; THE L'AKE WILL NOT FLOW TO THE RIVER <br />BUT WILL BE PARTIALLY FILLED IN AND WILL SERVE FOR ON-SITE DRAINAGE; <br />AND THE BUILDINGS WILL BE THREE STORY SPANISH ARCHITECTURE WITH <br />EXTENSIVE LANDSCAPING. <br />
