FRIDAY, MAY 1, 1981 <br />THE BOARD OF COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, <br />FLORIDA, MET IN SPECIAL SESSION AT THE CITY HALL 000NCIL CHAMBERS, <br />1053 20TH PLACE, VERO BEACH, FLORIDA, ON FRIDAY, MAY 1, 1981, AT <br />1:310 O'CLOCK P.M. PRESENT WERE PATRICK B. LYONS, CHAIRMAN; DICK <br />BIRD; ALFRED GROVER FLETCHER; AND DON C. SCURLOCK, SJR. VICE CHAIRMAN <br />WILLIAM C. WODTKE, JR. WAS OUT OF TOWN, ALSO PRESENT WERE NEIL A. <br />NELSON, COUNTY ADMINISTRATOR; GEORGE G. COLLINS, JR., ATTORNEY TO <br />THE BOARD OF COUNTY COMMISSIONERS; AND ,JANICE CALDWELL, DEPUTY CLERK. <br />THE CHAIRMAN CALLED THE MEETING TO ORDER AND STATED THAT <br />THE PURPOSE OF THE MEETING WAS TO DISCUSS THE CULVERT SITUATION ON <br />THE PROPOSED INDIAN RIVER BOULEVARD IN CONNECTION WITH THE PROBLEMS <br />OF COUNTRY CLUB POINTE. <br />ADMINISTRATOR NELSON COMMENTED THAT THE REPRESENTATIVES <br />FROM REYNOLDS, SMITH & HILLS WERE HERE TO MAKE A PRESENTATION <br />CONCERNING THIS MATTER. <br />RODNEY GHIOTO, OF REYNOLDS, SMITH & HILLS IN ORLANDO, CAME <br />BEFORE THE BOARD AND ADVISED THAT THEY HAD DESIGNED AN ELLIPTICAL <br />CULVERT AND, FROM AN ENGINEERING STANDPOINT, FELT IT WOULD HANDLE THE <br />DRAINAGE AND THAT THE DESIGN WAS ADEQUATE FOR THE CONDITIONS IN THE <br />AREA. IN RECENT DISCUSSIONS HE HAS HAD, THERE SEEMED TO BE A CONCERN <br />THAT IF THERE WERE SEVERE STORM CONDITIONS, SIMILAR TO CONDITIONS <br />THAT WERE OBSERVED IN 1957, FLOODING MIGHT OCCUR AGAIN IN THAT AREA. <br />MR. GHIOTO ADVISED THAT MRS. ANN ROBINSON, REPRESENTATIVE FROM <br />COUNTRY CLUB POINTE, WOULD LIKE TO SEE A BOX CULVERT PLACED IN THE <br />VICINITY AT THE END OF GOLFVIEW DRIVE, AS OPPOSED TO fHE ELLIPTICAL <br />CULVERT. HE CONTINUED THAT THEY FELT AN ELLIPTICAL CULVERT WOULD <br />HANDLE THE DRAINAGE SITUATION, BUT THEY COULD,,6O TO A BOX CULVERT <br />TO SATISFY THE CONCERNS OF THE RESIDENTS IN THAT AREA - BOTH WOULD <br />FUNCTION ADEQUATELY FROM AN ENGINEERING STANDPOINT.
