s � o <br />EA <br />The above expenses do not include funding of programs and projects. These will <br />be addressed once the Traffic Engineer is' -hired. Also, it is possible that the <br />State will not fund these positions in 1981/82 and thereafter. Mr. Joe Williams <br />of the Bureau of Highway Safety has, however, indicated that funding in future <br />years is probable. <br />RECOMMENDATIONS AND FUNDING <br />To implement the Traffic Engineering function and initiate the administration of <br />the Bureau of Highway Safety grant, the following is recommended: <br />1. Approve the immediate advertising in local and professional journals for a <br />Traffic Engineer at a salary not to exceed $24,000.00 per year. As the grant <br />date begins April 15, 1981, time is of the essence. <br />2. Approve funding in the amount of $3,190.00 for fringe benefits for the Traffic <br />Engineer. <br />3. Approve funding in the amount of $ 9,725.00 for supplies, equipment as detailed <br />above, and an automobile for the Traffic Engineer. Funding to be from <br />account # 102 199 584 99.91 Federal P.evenue Sharing Contingency. <br />COMMISSIONER SCURLOCK WAS IN FAVOR OF HIRING A TRAFFIC <br />ENGINEER AND SUPPORTED THE CONCEPT OF HAVINGA TRAFFIC TECHNICIAN <br />WORK ALONG WITH OUR TRAFFIC ENGINEER WHEN WE BRING ONE ON BOARD, <br />HE NOTED THAT WE WOULD HAVE TO DETERMINE A SCOPE OF WORK AND <br />BREAK IT DOWN. <br />TERRY GOFF, MAYOR OF THE CITY OF VERO BEACH, STATED THAT <br />THEY JUST WANT TO SEE AS MUCH AS POSSIBLE DONE AS SOON AS POSSIBLE, <br />AND THEY WILL GIVE THE COUNTY GREAT FLEXIBILITY. <br />COMMISSIONER WODTKE QUESTIONED WHETHER THE ADDITIONAL <br />COSTS FOR THE TRAFFIC ENGINEER WOULD -ALL BE ON COUNTY FUNDS, <br />ADMINISTRATOR NELSON STATED THAT THEY WOULD — THAT ALL <br />THE CITY IS DOING IS SUPPLYING THE TRAFFIC TECHNICIAN,PLUS A <br />$5,000 EQUIPMENT GRANT WHICH CAN BE USED TO PURCHASE SUCH THINGS <br />AS TRAFFIC COUNTERS., ETC. <br />COMMISSIONER BIRD NOTED THIS IS FOR -HALF A YEAR, AND THE <br />ADMINISTRATOR EXPLAINED THAT THE.GRANT DATE BEGINS APRIL 15TH AND <br />GOES TO THE END OF THE FISCAL YEAR; THEREFORE, TIME IS_OF THE <br />ESSENCE. <br />DISCUSSION FOLLOWED -ON THE PURCHASE OF A NEW VEH-ICLE, AND <br />THE ADMINISTRATOR -STATED THAT THE TRAFFIC ENGINEER -WOULD NEED TO BE <br />MOBILE AND THEY.WERE THINKING OF AN ECONOMY—TY-PE PICK—UP TRUCK AS <br />HE WILL HAVE A LOT OF GEAR. <br />Y 6 - 61 �ooK .46 PGE 362 : <br />
