Nelson, <br />County Administrator <br />FROM: <br />Jim Davis, <br />County Engineer <br />DESCRIPTIONS AND CONDITIONS <br />. 4 <br />i <br />.s <br />DATE: r+ay 14, 198,1 FILE: <br />SUBJECT: Bicycle Path proposed along the North <br />of 16th Street between 29th Avenue <br />and 17th Avenue <br />In communication with Commissioner Dick Bird, Mayor Terry Goff, and City <br />Director of Public Works Lewis Greene, I have been investigating the possibility <br />of applying for a grant from the Florida D.O.T. along with the feasibility of <br />actual construction of the project. On May 14, I spoke with Douq O'Hara, D.O.T. <br />District IV Bicycle Coordinator- and the following comments were made: <br />1) The attached typical section of the 50' wide 16th Street right- <br />of-way shows a 12' wide shoulder along the north with City power <br />poles approximately 7' north of the edge of pavement. Doug O'Hara <br />of the D.O.T. stated that a two-way bike path standard width: -under <br />the grant criteria, is 8' typical. The power poles restrict this <br />8' wide design. He did say that we could submit a proposed 6' wide <br />bicycle lane by extending the 16tH Street pavement to the north.as� <br />an exception and it would be.considered. To date, about 9 applications <br />have been -received, and he stated -that if all nine are approved, the <br />grant money would be depleted. Our request, however; would-be <br />prioritized based on need and "in kind" contributions. So, we have <br />a chance. <br />ANALYSIS AND ALTERNATIVES <br />Based on our investigation, we can, after consideration and direction by the <br />Board of County. Commissioners (in conjunction with the City Council), apply for <br />a grant from the-D.O.T. prior to May 29, 1981. We have prepared a preliminary <br />cost estimate for the project as follows: <br />Construct 6' wide, 3047 L.F. Bike Lane <br />1) Earthwork/excavation 330 c.y. @$3.00 =$ 990. <br />2) Subgrade Preparation 2370 s.y. 0$1.00 = 2370. <br />3) 4" Li,merock -Base 2370 s.y. @$3.-00 7100. <br />4)'-. 1" D.O.T. Type II Asphalt 113 Tons @ $41.00=4630. <br />5). Herbicide Treatment -of Subarade -$200. <br />61 5oi Is Testi na - 250. <br />Strip pi <br />no 300. - <br />�) Ma-intenance of Traffic 400. <br />9) Sians (Bike Lane) _ 300. _ <br />Encineers Estimate <br />165�C: <br />Please be .advised that inadequate drainage-swales and facili-ties exist <br />alonu this north ri;ht-of-.qay area._ Paving this area. will generate increased <br />runoff and may.impact the private property owners to the -north. <br />201981'. _ 21 _ PON 4.6 RAcF. 468_ <br />
