Description and Conditions. <br />Applicant requests rezoning of 21.9 acres from A -Agricultural to <br />R -1E Country Estate. The parcel is located 617 feet east of 58th Ave- <br />-nue on 13th Street. The applicant proposes to construct a single <br />family residential development. <br />The subject property contains non-productive groves. The overall <br />.area between 43rd Avenue and 58th Avenue has new, scattered pockets <br />of low density residential development. There are also groves in <br />the area, and the general environment is rural in character. <br />2. Alternative and Analysis - <br />A) Approve the request to rezone the subject property from A- <br />Agricultural to R -1E Country Estate. The property lies _.between the - <br />existing urban corridor and predominately agricultural areas of the <br />western portion of the county.: -The R -1E District allows a low-density <br />development which provides a buffer area between the agricultural western <br />area and urbanizing eastern section. The Tow density development is <br />anticipated to accomodate wells and septic systems while 13th Street, <br />S.W.-, provides access to 58th Avenue. The maximum gross d-ensity would <br />be 22 units. <br />Staff recommends this alternative. <br />B) Deny -the request to rezone. The parcel would remain A - <br />Agricultural with a gross maximum density of 1 unit/5 acres. <br />-- 3. Recommendation <br />The Planning and Zoning Commission unanimously recommended approval <br />-of rezoning subject property -from A -Agricultural to R -1E Coun.try <br />-Estate:s. (March 26, 19-81) . <br />THE CHAIRMAN ASKED IF ANYONE PRESENT WISHED TO BE HEARD. <br />GEORGE CHILDERS, .THE APPLICANT, MADE A -PRESENTATION, DISPLAY- <br />ING AERIAL PHOTOGRAPHS AND POINT-ING OUT THE RESIDENCES ALREADY IN THIS <br />AREA.. HE NOTED THAT ALTHOUGH THEY ARE APPLYING FOR-R—IE, THEY PLAN TO <br />HAVE ONLY EIGHT HOMESITES AND UTILIZE ONLY ABOUT 40% OF THE DENSITY <br />PERMITTED By R—IE, HE REPORTED THAT THEY INTEND TO CONSTRUCT_ LARGE QUALITY <br />HOMES, AND THERE WILL BE NO IMPACT FROM THIS TYPE OF DEVELOPMENT. <br />THE CHAIRMAN ASKED IF ANYONE FURTHER WISHED:TO.BE 11EARD.
